药物临床试验数据公开制度研究及启示

【摘要】：临床试验数据的公开对保障公众用药安全与知情权、维护医学伦理和促进科技进步具有重要的意义。本文从药物临床试验数据公开的历史沿革入手,基于对一些代表性国家药物临床试验数据公开制度的分析与比较,详细论述了药物临床试验数据公开的模式、类别和内容,以及存在的争议和处理机制。在此基础之上,针对我国药物临床试验数据公开的现状及存在的问题,提出推进立法、发展多种公开模式、扩大公开范围、建立和完善争议处理机制等4条建议。
[Abstract]:The publication of clinical trial data is of great significance to ensure the safety and the right to know of drug use, to maintain medical ethics and to promote the progress of science and technology. Based on the analysis and comparison of the open system of drug clinical trial data in some representative countries, this paper discusses in detail the modes, categories and contents of drug clinical trial data disclosure, starting with the history and evolution of drug clinical trial data disclosure, based on the analysis and comparison of drug clinical trial data disclosure systems in some representative countries. And the existing dispute and settlement mechanism. On this basis, in view of the current situation and existing problems of drug clinical trial data disclosure in China, this paper puts forward four suggestions: to promote legislation, to develop a variety of open modes, to expand the scope of publicity, and to establish and perfect the dispute handling mechanism.
