我国低价药品挂网采购政策比较研究

【摘要】:目的:为进一步完善低价药品采购政策提供参考。方法:通过各省药品招标采购中心、各省卫计委官网收集28个省市低价药品挂网采购政策文件,并根据研究目的,对部分指标进行比较分析。结果:71%的省市低价药品的挂网模式为直接挂网采购,21%的省市实行挂网采购结合经济技术标评审的模式,少数省市在双信封评审后直接挂网;低价药品企业或产品入围规则方面,60%的省市在资质审核合格后直接挂网,20%的省市根据经济技术标得分和申报企业的数量决定最后的挂网数量,个别省市根据经济技术标得分或商务标综合得分决定挂网数量;限价方面,88%的省市以国家发展和改革委员会日均费用标准为限价依据,8%的省市以本省或其他几个省市平均中标价为参考价进行限价,仅有浙江一省以本省或其他几个省市自2012年1月1日以来最低中标价为参考价进行限价。结论:我国低价药品挂网采购政策在解决低价药品短缺的同时,应保证药品的质量;低价药品企业或产品入围规则的制定应确保药品供应和可负担性双重目标的实现;低价药品限价应坚持日均费用标准,但需要进一步加以完善。
[Abstract]:Objective: to provide reference for the further improvement of low-price drug purchase policy. Methods: through the provincial drug bidding and purchasing centers and the official website of the provincial health and family planning commission, 28 provinces and cities were collected the documents of the purchase policy of the low price drugs linked to the network, and some indexes were compared and analyzed according to the research purpose. Results in 71% of the provinces and cities, 21% of the provinces and cities were directly connected with the net purchase, 21% of the provinces and cities carried out the evaluation of the net purchase combined with the economic and technical standard, and a few provinces and cities directly connected the network after the double envelopes evaluation. In terms of the entry rules for low-cost pharmaceutical enterprises or products, 60% of the provinces and cities directly link up the net after qualification examination and approval. 20% of the provinces and cities decide the final number of net hangers according to the score of economic and technological standards and the number of enterprises declared. Individual provinces and cities decide the number of netting according to the score of economic and technical standard or the comprehensive score of business standard; In terms of price limits, 88% of provinces and cities limit prices according to the National Development and Reform Commission's standard of daily average cost. 8% of provinces and cities limit prices by taking the average bid price of their province or several other provinces and cities as the reference price. Only one province in Zhejiang Province, or several other provinces and cities since January 1, 2012, the lowest bid as a reference price limit. Conclusion: in order to solve the shortage of low price drugs, the quality of drugs should be guaranteed, and the goal of drug supply and affordability should be realized. The limit price of low-price drugs should adhere to the standard of daily average cost, but need to be further improved.
