XX航空公司飞行人员疲劳风险管理体系构建

【摘要】:疲劳风险管理是当前国内外研究的热点问题,国际民航组织、美国联邦航空局以及欧盟成员国等组织和国家相继颁布了有关疲劳风险管理的咨询通告,我国民航局和各航空公司亦高度重视此课题的研究。在这样的背景下,XX航空公司飞行部提出了本课题,主要由本人负责完成。 本文首先在查阅国内外文献的基础上,对疲劳研究的现状和发展趋势进行了综述,从理论上分析了飞行疲劳诱发因素及其发生机理,对现有风险管理理论进行了研究;然后在消化Chalder和Berelowitz等人《疲劳量表-14》和王天芳等人《疲劳自评量表》的基础上,结合运输航空公司飞行实际编制了《飞行人员疲劳程度调查问卷》,并对XX航空公司各种技术等级飞行人员的疲劳状况及其诱因进行了问卷调查。调查结果发现:(1)XX航空公司飞行员疲劳程度为中等偏上,不同个体的疲劳程度差异性比较大,而且个别人员感觉到的疲劳程度较高;(2)飞行员心理疲劳程度的均值比躯体疲劳均值大,心理疲劳程度的数据分布较躯体疲劳程度集中;(3)飞行疲劳因素是导致飞行员产生疲劳的主要因素。最后,根据问卷调查结果,结合XX航空公司航班运行实际建立了疲劳风险管理的模型与流程,以及XX航空公司飞行员疲劳风险管理体系。 本文的研究目的是通过分析XX航空公司飞行任务和航线特点与飞行员各技术等级的人员数量特点;以数据为驱动分析XX航空公司飞行人员的疲劳程度;利用疲劳风险管理系统的方法合理安排飞行任务和休息时间,指导飞行人员使用更好的休息方法和养成良好的休息习惯;帮助飞行人员提高工作效率,,减少飞行中发生人为差错的概率。
[Abstract]:Fatigue risk management is a hot issue at home and abroad. The International Civil Aviation Organization (ICAO), the Federal Aviation Administration of the United States (FAA) and other organizations and countries have issued advisory notices on fatigue risk management. China's civil aviation bureau and airlines also attach great importance to the research of this subject. Under this background, the flight department of XX Airlines has put forward this subject, which is mainly completed by myself. On the basis of consulting domestic and foreign literatures, this paper summarizes the present situation and development trend of fatigue research, analyzes the induced factors of flight fatigue and its occurrence mechanism theoretically, and studies the existing risk management theory. Then on the basis of digesting Chalder and Berelowitz et al. < fatigue scale -14 > and Wang Tianfang et al., fatigue self-rating scale, Based on the actual flight situation of transportation airlines, a questionnaire on the fatigue degree of flight personnel was compiled, and a questionnaire was conducted on the fatigue status and causes of flight personnel of various technical grades of XX Airlines. Airline pilots have a moderate fatigue level, The fatigue degree of different individuals is quite different, and the average psychological fatigue degree of pilots is higher than that of body fatigue, and the fatigue degree of individual personnel is higher than that of body fatigue. The data distribution of the degree of mental fatigue is more concentrated than that of the body. (3) the factor of flight fatigue is the main factor leading to the fatigue of pilots. Finally, according to the results of the questionnaire, The model and flow chart of fatigue risk management and the fatigue risk management system of pilots in XX Airlines are established based on the actual operation of XX Airlines flight. The purpose of this paper is to analyze the flight mission and route characteristics of XX Airlines and the characteristics of the number of pilots in each technical class, and to analyze the fatigue degree of flight personnel of XX Airlines by taking data as the driving force. The method of fatigue risk management system is used to arrange the flight mission and rest time reasonably, to instruct the flight personnel to use better rest methods and to develop good rest habits, and to help the flight personnel to improve their work efficiency. Reduce the probability of human error in flight.
