餐饮安全探索:利益与平衡——以浙江金华和四川乐山的中小型餐饮业为例

【摘要】:目的基于利益平衡的视角,构建餐饮安全利益平衡治理的新模式。方法选取浙江金华和四川乐山两地九区市餐饮从业人员进行问卷调查,了解经营者利益诉求;收集乐山、金华市2012年中小型餐饮执法案例,并对两地食品药品监督执法人员进行问卷调查,了解地方政府利益诉求。结果发现中小型餐饮经营者和地方政府两者之间既存在相互之间和内部个体之间的利益冲突,又存在相互之间和内部个体之间的共同利益。结论探索而知冲突利益的调和措施—限制自主裁量范围、建立餐饮信息网络平台、设立网络餐饮技能咨询窗口;共同利益的发展措施—设立基层餐饮安全监督小组、建立餐饮卫生服务许可证"绿色通道"、对经营者进行法律道德培训。
[Abstract]:Objective to construct a new management model of catering safety interest balance based on the angle of interest balance. Methods A questionnaire survey was conducted in nine districts of Jinhua City, Zhejiang Province, and Leshan City, Sichuan Province to find out the interests of the operators. Collect the small and medium-sized food and beverage law enforcement cases in 2012 in Leshan and Jinhua city, and investigate the interests of local government by questionnaire survey to the food and drug supervision and law enforcement personnel of the two places. The results show that there are not only conflicts of interest between small and medium-sized catering operators and local governments, but also mutual and internal interests. Conclusion to explore the reconciliation measures of knowing the conflict benefit, to limit the range of independent discretion, to establish the food and beverage information network platform, and to set up the network catering skill consultation window; The development measures of common interests include setting up the basic level food safety supervision group, establishing the "green channel" of the food and health service license, and carrying on the legal moral training to the operator.
