沈阳市中学教师职称评定存在的问题与对策

【摘要】: 我国自1978年开始职称评定工作,1983年9月,国家暂停职称评定工作而进行整顿。沈阳市教育系统的职称改革评定工作是从1987年开始的。对教职工恢复职称评聘制度,是国家为改善和提高广大知识分子的政治、经济生活待遇和社会地位的重要举措。通过科学的人才评价,促进了教职工队伍的快速成长,使每个人都能在自己的岗位上做出更大的贡献。 由于职称评定与职务聘任工作涉及到广大教师的切身利益,引起全体教师广泛而急切的关注。因此,了解目前教师职称评定工作的现状,对进一步完善教师的职称评定工作、促进教育健康发展具有重要的指导意义。本文通过对沈阳市内五区的部分初中及省、市级重点高中和普通高中的教师及教育局有关同志进行问卷调查和访谈,结果表明沈阳市中学教师职称评定工作还存在诸多问题,如普遍存在职称评定拖延现象;教师职称评定与教师进修脱节;教龄和指标成为影响教师晋级的主要因素;教师晋级(尤其是晋高级职务)后出现职业倦怠现象等等,使许多参评教师无论评上与否,都对评定工作不满,影响了教职工工作的积极性。个别教师甚至为此而采取一些不当措施,严重影响了职称评定工作的积极性和公平性。 为此,结合我市教育系统实际情况,参考国内外教育系统职称评定工作的经验,本文提出:1、呼吁政府逐步提高教师待遇,缓解职称评定压力;2、实行评聘分离制度,解决职称评定拖延问题;3、坚持教师进修与教师职称评定相结合;4、完善教师职称评定工作体系等即符合沈阳实情又切实可行的论点,希望对我市教师职称评定工作有所帮助,进而调动和提高教师工作的积极性和创造性。
[Abstract]:In China, the job title evaluation began in 1978, and in September 1983, the state suspended the job title evaluation work and rectified it. The job title reform and evaluation work of Shenyang education system began in 1987. It is an important measure for the state to improve and enhance the political, economic and social treatment and social status of the vast number of intellectuals. Through scientific personnel evaluation, it has promoted the rapid growth of the contingent of teaching staff. So that everyone can make a greater contribution in their own position. As the job title evaluation and position employment work involves the immediate interests of the teachers, it has aroused the extensive and urgent attention of all teachers. Therefore, it is necessary to understand the present situation of teachers' professional title evaluation work, and to further improve the teachers' professional title evaluation work. It is of great significance to promote the healthy development of education. This paper makes a questionnaire survey and interviews with teachers and comrades of the Bureau of Education of some junior middle schools and provinces, key senior high schools and ordinary senior high schools in the five districts of Shenyang. The results show that there are still many problems in the evaluation of middle school teachers' professional titles in Shenyang, such as the phenomenon of procrastination in the evaluation of professional titles, the disconnection between the evaluation of professional titles of teachers and teachers' further education, the main factors that affect teachers' promotion, such as teaching years and indicators. The phenomenon of job burnout after teachers' promotion (especially in senior positions) makes many teachers, whether they are rated or not, dissatisfied with the evaluation work. Some teachers even take some improper measures, which seriously affect the enthusiasm and fairness of the job title evaluation. Therefore, combined with the actual situation of our city's educational system and referring to the experience of professional title evaluation in domestic and foreign educational systems, this paper puts forward a proposal of "1: 1", which calls on the government to gradually improve the treatment of teachers, ease the pressure of job title evaluation, and implement the separation system of evaluation and employment. To solve the problem of procrastination in the evaluation of professional titles, to insist on the combination of teacher training and evaluation of professional titles of teachers, and to perfect the working system of evaluating professional titles of teachers in Shenyang is not only in line with the actual situation of Shenyang, but also feasible. It is hoped that it will be helpful to the evaluation of teachers' titles in our city. Then arouse and improve the enthusiasm and creativity of teachers' work.
