多中心视角下的日本环境治理模式探析

【摘要】：日本在短时间内由一个备受公害困扰的国家转变成为一个环保型经济发达国家,其环境治理模式经过多年发展形成了显著的多中心治理特征:中央政府在环境治理中从规则制定者逐渐转变为鼓励相关利益方自愿参与环保活动的协调者,地方政府、企业、NPO和公民能够在环境治理中做到各司其职。日本环境治理模式的经验和特征对很多发展中国家具有重要的借鉴意义。
[Abstract]:In a short period of time, Japan has been transformed from a country beset by environmental hazards into an environmentally-friendly economic developed country. Over the years, its environmental governance model has developed into a remarkable multi-center governance feature: the central government has gradually changed from rule-setter to coordinator, local government, who encourages the voluntary participation of relevant stakeholders in environmental activities in environmental governance. Enterprises NPO and citizens can do their respective duties in environmental governance. The experience and characteristics of Japanese environmental governance model have important reference significance for many developing countries.
