【摘要】：正党的十八届三中全会提出,"全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化"。法治是国家治理现代化的重要内容,通过加强立法工作,不断完善中国特色社会主义法律体系,是推进中国特色社会主义制度完善发展、推进国家治理体系和治理能力现代化的重要抓手。习近平总书记明确指出,全面推进依法治国,必须坚持科学立法,使法律准确反映经济社会发展要求,更好协调利益关系,发挥立法
