全面依法治国视域下基层治理法治化研究

【摘要】：基层治理法治化是全面依法治国方略在基层社会的具体实践。针对我国当前在法治观念、执法效果、体制机制、群众获得感等层面存在的现实问题,推进基层治理法治化的有效路径,要着重抓好法治体系、机制以及工程建设。这既要建立健全基层治理的法律法规体系、考核评价体系、法治监督体系、科学决策体系"四个体系";又必须构建法治宣传教育工作机制、政府内部权力运行约束机制、基层矛盾调处化解工作机制、重心下移力量下沉的法治工作机制"四种机制";更要致力于实施平安建设工程、信访维稳工程、法治惠民工程、队伍建设工程"四大工程"。
[Abstract]:Grass-roots governance by law is the concrete practice of ruling the country according to law in the grass-roots society. In view of the practical problems existing in the aspects of the concept of rule of law, the effect of law enforcement, the system and mechanism of law enforcement, and the sense of obtaining by the masses in our country at present, the effective path of promoting the rule of law by law at the grass-roots level should be emphasized on the system, mechanism and engineering construction of rule of law. It is not only necessary to establish and perfect the system of laws and regulations, assessment and evaluation system, supervision system of rule of law and scientific decision-making system, but also to construct the mechanism of propaganda and education of rule of law, the mechanism of power operation and restraint within the government. "four mechanisms" should be adopted to resolve the basic level contradictions and resolve the problems, and the "four mechanisms" should be devoted to the implementation of the peace construction project, the petition maintenance project, the rule of law project and the team building project.
