试论从“法制教育”到“法治教育”的转变

【摘要】：从1980年邓小平在中央工作会议上提出加强"法制教育",到2014年党的十八届四中全会强调"法治教育",我国新时期法律宣传教育历经30多年的实践探索,完成了从"法制教育"到"法治教育"的转变,虽一字之差,却体现了我国法律教育理念的巨大转变。不论党的相关文献变化还是历次"五年普法"演变,都反映出我国法律宣传教育从知识层面提升到了意识层面,是党和国家治理水平提升的标志,体现出以人为本的法治教育思想,既提升了民众参与法治教育的积极性,又有利于民众法律信仰的养成。
[Abstract]:From 1980 when Deng Xiaoping proposed to strengthen "legal education" at the Central Committee work Conference, and until 2014, when the fourth Plenary session of the 18th CPC Central Committee emphasized "education on the rule of law", legal propaganda and education in the new period of our country experienced more than 30 years of practice and exploration. The transformation from "legal education" to "rule of law education" has been completed, although it is different from one word to another, it reflects the great change in the concept of legal education in our country. Regardless of the changes in the relevant documents of the Party or the successive "five-year law popularization" changes, they all reflect that China's legal propaganda and education has been raised from the level of knowledge to the level of consciousness and is the symbol of the improvement of the level of party and state governance. It not only promotes the enthusiasm of people to participate in the education of rule of law, but also contributes to the cultivation of people's legal belief.
