德法共治的理论意蕴及时代价值——当前学界关于德法共治的观点述评

【摘要】：德法共治是古今中外共同认可的一种社会治理模式。德治与法治既相互差别,又相互补足、相辅相成。基于国家治理现代化语境下的德法共治,以保障人民幸福和国家长治久安为目的,对于统筹推进"五位一体"总体布局和协调推进"四个全面"战略布局,推进国家治理体系和治理能力现代化,具有重要的理论意蕴和时代价值。德法共治必须以坚持和发展中国特色社会主义为基本遵循,服务于实现中华民族伟大复兴的宏伟目标,以社会主义核心价值观为引领,以"四个全面"战略布局为重点,以五大发展理念为指南。德法共治必须从德治和法治两方面着手,关键在从严治党,需要加强政治伦理建设和大力弘扬中华优秀传统文化,并对各种错误思潮进行批判。
[Abstract]:The common rule of Germany and France is a kind of social governance model which is accepted by both Chinese and foreign countries at all times and in modern times. Rule by virtue and rule by law are not only different, but also complement each other and complement each other. Based on the rule of Germany and France in the context of the modernization of national governance, in order to ensure the happiness of the people and the long-term stability of the country, the overall layout of "five in one" and the strategic layout of "four comprehensive" in coordination are put forward as a whole. To promote the modernization of national governance system and governance ability has important theoretical implication and time value. Germany and France must adhere to and develop socialism with Chinese characteristics as the basic principle, serve the grand goal of realizing the great rejuvenation of the Chinese nation, take the socialist core values as the guide, and focus on the "four comprehensive" strategic layout. Take the five major development ideas as the guide. The rule of virtue and the rule of law must be carried out from two aspects: ruling by virtue and ruling by law. The key lies in strict administration of the Party, strengthening the construction of political ethics and carrying forward Chinese excellent traditional culture, and criticizing all kinds of wrong thoughts.
