基于公共人力资源管理视角的重庆市法治专门人才队伍建设研究

【摘要】:政法机关是国家行政部门,也是重要的执法机关,是我国的窗口单位,代表着党和国家履行职责,直接同广大人民群众直接接触,充当着党和政府联系人民群众的桥梁以及纽带。在十八届四中全会上,《中共中央关于全面推进依法治国若干重大问题的决定》的通过,首次把一支高素质的法治工作队伍同我国“依法治国”的总目标紧密联系了起来,明确了全面推进我国依法治国的进程就必须大力提高法治工作队伍的思想政治素质、业务能力素质、职业道德素质,并首次提出了法治专门队伍、法律服务队伍、法学教学和研究队伍这三个概念。之所以提出“法治专门人才队伍”这个概念,就是要实现人才强法,人才强法作为人才强国的重要组成部分,在我国全面推进依法治国进程中有重大的意义。在法治工作队伍当中,法治专门人才队伍很明显是生力军,它包括立法、执法、司法三类重要作用,立法人员为国家定规矩、为社会定方圆;执法人员必须忠诚于法律、捍卫法律、严格执法、勇于担当;司法人员必须信仰法律、坚守法治、铁面无私、秉公执法。在本研究当中,首先进行了大量国内国外关于法治专门人才队伍建设研究的文献分析和梳理,并针对到底什么是高素质的法治专门人才队伍进行了专家咨询,得到了一个高素质法治专门人才队伍的标准,主要是从思想政治素质、业务能力素质、职业道德素质这三方面进行的归类。再次,针对重庆市的法治专门人才队伍,本研究进行了问卷的发放和开展了调研访谈工作,旨在锚定重庆市法治专门人才队伍现阶段建设过程当中的问题,向在职的1500余名法治专门人才进行了问卷的发放,邀请他们参与、支持本研究,最后,根据问卷调查、访谈调研的反馈情况,本研究系统地从思想政治素质、业务能力素质、职业道德素质三个方面提出了当前重庆市法治专门人才队伍存在的问题并根据公共人力资源管理视角,从选拔机制、考评机制、培训机制、激励机制四个方面对问题的原因进行了较为详细的分析和说明,最后根据问卷调查、访谈调研以及专家咨询,本研究从“入口关”、“培训关”、“激励关”、“监督关”四个方面提出了建设高素质重庆市法治专门人才队伍的对策和建议。
[Abstract]:The political and legal organs are the administrative departments of the state, as well as important law enforcement agencies. They are the window units of our country. They represent the Party and the state in performing their duties and in direct contact with the broad masses of the people. It acts as a bridge and tie between the Party and the government to connect the people. At the fourth Plenary session of the 18th CPC Central Committee, the adoption of the "decision of the CPC Central Committee on comprehensively promoting the Rule of Law on several important issues" for the first time closely linked a high-quality contingent of rule of law work with the general goal of "ruling the country according to law". It is clear that it is necessary to improve the ideological and political quality, professional ability quality, professional ethics quality of the work force of rule of law in order to advance the process of ruling the country according to law in an all-round way, and put forward for the first time the specialized contingent of rule of law and the team of legal service. The three concepts of law teaching and research team. The reason why we put forward the concept of "specialized talents under the rule of law" is that it is necessary to enforce the law by talents. As an important part of the powerful country of talents, it is of great significance in the process of promoting the rule of law in an all-round way in our country. In the work team of the rule of law, the contingent of specialized talents on the rule of law is obviously a fresh force. It includes three important roles: legislation, law enforcement, and justice. Legislators set the rules for the country and the society as a whole. Law enforcement personnel must be loyal to the law. Defend the law, strictly enforce the law, be responsible; the judiciary must believe in the law, adhere to the rule of law, selfless, impartial law enforcement. In this study, first of all, a large number of domestic and foreign research on the construction of specialized talents in the rule of law literature analysis and combing, and in the end what is the high quality of the rule of law specialized talent team for expert consultation, This paper obtains the standard of a contingent of high quality specialized talents of rule of law, which is classified mainly from three aspects: ideological and political quality, professional ability quality and professional ethics quality. Thirdly, according to Chongqing rule of law professionals, this study carried out questionnaires and interviews, in order to anchor the current construction of Chongqing rule of law professionals in the process of problems, The questionnaire was distributed to more than 1500 legal professionals on the job, and they were invited to participate in the study to support the research. Finally, according to the feedback from the questionnaire survey and interview, the research systematically from the ideological and political quality, professional ability quality, Three aspects of professional ethics quality put forward the existing problems of Chongqing rule of law specialized talents team, and according to the perspective of public human resources management, from the selection mechanism, evaluation mechanism, training mechanism, Four aspects of incentive mechanism are analyzed and explained in detail. Finally, according to questionnaire, interview and expert consultation, this study is from "entrance pass", "training pass", "incentive pass". Four aspects of "supervision and clearance" put forward the countermeasures and suggestions for the construction of high-quality Chongqing rule of law professionals.
