“未检一体化”发展困境与破解——基于上海市未成年人检察工作的探索实践

【摘要】：未检一体化工作机制是我国未检制度的重要组成部分,然而其内涵经历了一个变化发展的过程和多层次多视角的定位问题。回顾30多年来的未检工作,未检一体化工作机制面临着诸多发展困境,亟待从理念、制度、规范和操作层面予以破解。应自觉融入未成年人权益保护工作大局,借司法体制改革的契机理顺未检机构与职能,注重未检工作机制完善,培养一批专业型复合型未检人才,提高未检工作社会化、集约化、体系化、常态化水平。
[Abstract]:The unchecked integrated working mechanism is an important part of the unchecked system in our country. However, its connotation has gone through a process of change and development and a multi-level and multi-angle of view positioning problem. The unchecked integrated working mechanism is facing many difficulties in development and needs to be solved from the aspects of concept, system, norm and operation, and should be consciously integrated into the overall situation of the protection of the rights and interests of minors. We should take the opportunity of reforming the judicial system to straighten out the unchecked institutions and functions, pay attention to the perfection of the unchecked working mechanism, train a group of specialized and complex unchecked talents, and improve the level of socialization, intensification, systematization and normalization of unchecked work.
