海南省监狱民警压力排解制度研究

【摘要】：监狱民警作为一个特殊的警种,常年在偏僻又封闭的工作环境中从事高风险、高强度、超负荷的工作,还要应对频繁的考核考评及检查,难免压力过大。教育者、管理者、执法者多重身份间的频繁变换会使他们在工作中出现角色冲突,而工作地点偏僻、法定休息时间不能保证会让其无法及时很好地与外界沟通交流及娱乐,无法及时排解压力,容易造成压力堆积,这就会加重压力造成的后果。通过调查发现,相关法律法规的滞后性及笼统性,国内监管体制的不够统一及科学,监狱管理制度存在安全隐患使民警队伍面临挑战,服刑人员及家属的过度维权与监狱应对乏力使执法难度加大等,会导致监狱民警承担的压力越来越大。但是,目前我国针对监狱民警压力排解的措施还很欠缺,压力排解制度还无法形成长效机制。本文首先是试以海南监狱民警为调查研究对象,采用访谈、问卷调查、查找资料等方式,按照分层抽样的方法从海南监狱系统抽取180名民警,采用评量表SCL—90和《监狱警察压力源调查表》对选定民警的压力源及压力状况进行统一施测,得出该监狱民警的压力源,并对压力源进行详细分析,以获得海南监狱民警的真实压力状况。然后是结合海南监狱民警的工作实际与压力状况,建议对外应当拓宽渠道建立与新闻媒体的沟通协调机制和民警权益保障机制;对内则采取孕育轻松的监狱文化氛围和支持性的人文环境,切实减轻心理负担等举措,并让这些内外部的举措同时发挥作用,形成长效机制,使海南监狱民警压力得到有效排解,从而增加其职业认同感和成就感,为司法环境的稳定做出应有贡献。
[Abstract]:Prison police as a special type of police, year after year in the remote and closed working environment to engage in high risk, high intensity, overload work, but also to deal with frequent assessment and inspection, too much pressure. Frequent changes in the identities of educators, administrators, and law enforcers can lead to conflicts in their roles at work, while the place of work is remote, and the statutory rest time does not guarantee that they will not communicate and entertain well with the outside world in a timely manner. Can not solve the pressure in time, easy to create pressure accumulation, which will aggravate the consequences of stress. Through the investigation, it is found that the lag and generality of the relevant laws and regulations, the lack of unity and science of the domestic regulatory system, the existence of security risks in the prison management system make the police force face challenges. The excessive rights protection of prisoners and their families and the weakness of prison coping make it more difficult to enforce the law, which will lead to more and more pressure on prison police. However, the measures to relieve the prison police pressure are still lacking, and the pressure release system can not form a long-term mechanism. First of all, taking Hainan prison police as the research object, using interview, questionnaire survey, searching information and so on, this paper extracts 180 police officers from Hainan prison system according to the method of stratified sampling. The pressure sources and the pressure conditions of the selected police were measured by SCL-90 and the questionnaire of prison police stress sources. The pressure sources of the prison police were obtained and analyzed in detail. In order to obtain the real pressure of Hainan prison police. Secondly, considering the actual and pressure situation of the prison police in Hainan, the author suggests that the communication and coordination mechanism with the news media and the protection mechanism of the police's rights and interests should be established. On the other hand, we should take such measures as nurturing a relaxed prison culture atmosphere and supporting the humanistic environment, effectively lightening the psychological burden, and allowing these internal and external measures to play a role at the same time, so as to form a long-term mechanism. The pressure of Hainan prison police can be effectively eliminated so as to increase their professional identity and sense of achievement and make due contributions to the stability of the judicial environment.
