监狱企业管理创新的若干问题研究

【摘要】：随着监狱体制改革进入深水区,在监狱经费全额保障还未完全到位的情况下,监狱企业弥补监狱经费不足成为普遍现象,促使部分监狱企业追求经济效益最大化的冲动日渐加剧,导致部分监狱企业为监狱改造罪犯提供劳动岗位、为改造罪犯服务的基本功能发生错位,加上国家对监狱企业投入不足,监狱企业发展举步维艰,为罪犯提供适宜劳动场所和岗位的职能受到影响,一定程度上也成为制约监狱体制改革顺利推进的“瓶颈”,影响了监狱企业的科学发展。本文围绕监狱企业与社会企业的特殊性进行研究,以科学发展观为指导,从监狱企业的战略发展方向、内部管理等方面创新思路,提出创新监狱企业人力资源开发模式、技术培训模式和创新监狱企业文化建设等办法,用以解决制约现阶段监狱企业发展的因素,促使监狱企业实现可持续发展。
[Abstract]:With the reform of the prison system into the deep water area and the full guarantee of the total amount of prison funds, it is a common phenomenon that the prison enterprises make up for the shortage of prison funds. The impulse to maximize the economic benefits of some prison enterprises is increasing, which causes some prison enterprises to provide labor Posts for prison remolding criminals. The basic function of the criminal service is displaced, and the state is inadequately invested in the prison enterprises, the development of prison enterprises is difficult, the function of providing the appropriate labor places and posts for the criminals is affected, to a certain extent, it has also become the bottleneck of the prison system reform, which affects the scientific development of the prison enterprises. Research on the particularity of prison enterprises and social enterprises, with the guidance of Scientific Outlook on Development, from the strategic direction of the prison enterprises, internal management and other innovative ideas, put forward innovative methods of human resource development in prison enterprises, technical training mode and innovation of prison enterprises, so as to solve the restriction of the current prison. The factors of enterprise development promote prison enterprises to achieve sustainable development.
