内蒙古监狱一线警察职业生涯管理的问题及对策研究

【摘要】:监狱一线警察是实现社会和谐稳定、维护公平正义、应对监狱危机的重要力量,他们能力和素质,关系着监狱的健康发展及监狱警察队伍整体素质的提升。随着押犯结构的复杂、狱情的严峻,监狱在行刑理念、规章制度、运行机制、监管方式等方面都面临着巨大的挑战,监狱一线警察的工作也面临着巨大的挑战和压力,如何进行科学有效的职业生涯管理,加强监狱一线警察队伍建设,充分调动监狱一线警察发挥积极性、主动性创造性来应对监管改造中出现的问题成为监狱系统亟待解决的问题。目前内蒙古监狱系统一线警察的职业生涯管理存在管理理念落后、发展空间狭小、体制机制不完善等一系列问题,导致监狱一线警察职业满意度降低,对监狱系统的警察队伍建设造成了不利影响。 本文主要以内蒙古监狱系统一线警察为研究对象,综合运用问卷调查法、文献分析法,结合监狱一线警察的职业特点,全面分析内蒙古监狱系统一线警察职业生涯管理中存在的问题及原因,据此探讨内蒙古监狱系统机关职能部门如何在监狱一线警察的职业生涯发展过程中进行科学合理的指导与管理,从而形成相应的可行的对策。
[Abstract]:Prison first-line police is an important force to realize social harmony and stability, to maintain fairness and justice, to deal with the prison crisis. Their ability and quality are related to the healthy development of the prison and the promotion of the overall quality of the prison police force. With the complexity of the structure of prisoners and the severity of the prison situation, the prison is facing enormous challenges in the aspects of execution concept, rules and regulations, operating mechanism, supervision mode, and so on. The work of the prison front-line police is also facing enormous challenges and pressures. How to carry out scientific and effective career management, strengthen the construction of prison front-line police force, fully mobilize the enthusiasm of prison front-line police officers, The initiative and creativity to deal with the problems in the reform of prison supervision has become an urgent problem to be solved in the prison system. At present, there are a series of problems in career management of front-line police in Inner Mongolia, such as backward management concept, narrow development space, imperfect system and mechanism, which lead to the decline of career satisfaction of prison front-line police. This has had a negative impact on the building of the police force in the prison system. This article mainly takes the inner Mongolia prison system first line police as the research object, synthetically uses the questionnaire survey method, the literature analysis method, unifies the prison front line police profession characteristic, This paper comprehensively analyzes the problems and causes in the career management of the front-line policemen in Inner Mongolia prison system. On this basis, this paper discusses how the functional departments of the prison system in Inner Mongolia carry out scientific and reasonable guidance and management in the course of the development of the professional career of the prison front-line police, so as to form the corresponding feasible countermeasures.
