新疆生产建设兵团监狱警察培训模式探究

【摘要】：新疆生产建设兵团监狱警察培训模式是兵团监狱警察培训达到效果的关键,为全面提高兵团监狱警察队伍素质现状,就要在培训上有新思路使得培训模式不在流于形式,本论文通过深入基层监狱展开调研,对培训模式的改革与创新进行了相关分析。 现阶段兵团监狱警察培训模式存在的问题有：在培训目的上“注重形式、轻视效果”为了培训而培训的现象普遍存在,培训时间“缩水”较为严重；在培训要求上“注重统一,轻视个体”从目前兵团监狱各监区民警群体结构来看,需要在培训要求上充分尊重和理解不同层次、不同能力的基层民警；在培训的种类上,“重视岗前、轻视在岗’兵团监狱系统对新录用人民警察的初任培训工作比较重视,效果也比较好,但对已经走上岗位的在职民警培训,明显重视不够,抓的不紧；在培训的对象上“重视骨干,轻视普通”没有担任一定职务的广大普通民警受训的机会很少,入警后一二十年没有参加过培训的民警非常普遍；在培训的方法上“重视理论、轻视实践”理论与实践相脱离现象比较突出,监狱警察培训必须注重培训警察的专业技能,培养其实践能力,才能适应当前的兵团监狱需要；在培训的内容上“注重知识、轻视素质”在各级各类警察培训中,一贯比较重视政治理论、法律基础、监狱业务基础等知识的培训,而对于作为一名合格警察所必须具备的职业道德素质、心理素质、身体素质等重视不够。 根据以上存在的问题,为确保新疆生产建设兵团监狱警察培训取得实效,笔者提出以下建议与对策：1.明确指导思想,创新培训观念。进一步突出警察培训的层次性,增强警察培训的针对性这一指导思想,根据不同岗位的职责要求,明确兵团各级各类监狱警察培训训练标准。2.确立培训目标,创新培训内容。培训内容必须按照“干什么、练什么,缺什么、补什么”的要求,紧贴教育、生产、实战需要,充分发挥不同的培训资源优势,使培训更贴近实际工作,收到事半功倍的效果。3.创新培训形式,切实履行培训职责。对于不同职务、不同衔级和不同地区、不同专业岗位的兵团监狱人民警察,应采取灵活多样的训练方法,以增强训练的有效性。4.完善各项配套改革,创新培训保障机制。为不断增强警察培训工作的适应性,应配备切合兵团监狱实际工作的教材和一流的教师队伍、功能齐全的培训基地是开展警察培训的基础和前提,也是确保警察培训工作取得实效的根本保证。5.完善培训模式,建立培训评估机制。培训模式需要有一套有效的培训评估机制,应根据不同层次的培训课程设置,完善培训评估体系,确保培训取得实效。 总之,在新疆生产建设兵团监狱的警察培训工作中,完善和建立科学的培训模式应本着“实际、实用、实效”的原则,强化监狱警察教育培训工作,提高教育培训质量,提高队伍素质,培训最终目标也就是造就一支政治坚定、业务精通、作风优良、执法公正、人民满意的兵团监狱警察队伍。

A qualified police must have enough professional moral quality, psychological quality, physical quality and so on.
According to the above problems, in order to ensure the actual effect of the Xinjiang production and Construction Corps prison police training, the author puts forward the following suggestions and Countermeasures: 1. clear guiding ideology and innovative training concepts, further highlight the level of police training, strengthen the pertinence of police training, and make clear the responsibilities of different posts. The training standard.2. of all kinds of prison police training at all levels of the corps should establish the training objectives and innovate the training content. The training content must be based on the requirements of "what to do, what to practice, what is missing, and what to fill". It is close to the education, production, and actual combat needs, giving full play to the advantages of different training resources, making the training more close to the actual work and getting twice the result with half the effort. .3. innovation training form, conscientiously fulfill the training responsibilities. For different posts, different ranks and different areas, different professional posts, the people's police in the Corps prison should adopt flexible and diverse training methods to enhance the effectiveness of training to improve the various supporting reforms and innovate the training guarantee mechanism. For the continuous enhancement of the training of police training. It should be equipped with the practical teaching materials and the first-class teachers' team. The full function training base is the basis and prerequisite for the training of police.
