监狱青年民警“四不为”现象研究

【摘要】:监狱是人类社会发展到一定历史阶段的产物,它是随着阶级的出现,国家的产生而产生。监狱是刑罚执行机关,担负着维护社会稳定的重要职责。监狱人民警察作为监狱管理的主体,肩负着确保监狱安全稳定、提高教育改造质量的重要职责,是维护社会公平正义、促进社会平安和谐的一支重要力量。 近年来,随着我国人事制度改革的不断深入,基本实现了“凡进必考”,大量年轻的80、90后民警的加入,给监狱民警队伍带来了无限的活力,但我们也清醒地看到,监狱青年民警在执法过程中存在着诸多与当前形式不适应的现象,突出表现为“不敢为、不愿为、不善为、不能为”。这些问题直接成为制约监狱民警队伍建设的瓶颈,严重影响着监管安全目标的实现,影响教育改造质量提高,影响监狱的社会形象。 当前,监狱青年民警理想信念动摇,上下不能同识;监狱体制改革不顺,法律法规不完善;民警业务技能不强,心理素质差;职责不明,教育管理不严,监督措施不完善等等因素是造成不敢为、不愿为、不善为、不能为现象存在的重要原因。只有进一步坚持政治建警,从严治警,素质强警,文化塑警,激励促警,及构建民警心理健康保障机制,才是破解当前监狱青年民警队伍现状的关键。
[Abstract]:Prison is the product of the development of human society to a certain historical stage, it comes into being with the emergence of class and country. Prison is an executive organ of penalty, which bears the important duty of maintaining social stability. As the main body of prison management, the prison people's police shoulder the important responsibility of ensuring prison security and stability and improving the quality of education reform. It is an important force to maintain social fairness and justice and promote social peace and harmony. In recent years, with the continuous deepening of the personnel system reform in our country, we have basically realized the "examination of every advance," and the participation of a large number of young post-80s policemen, which has brought infinite vitality to the prison police force, but we have also soberly seen that, In the course of enforcing the law, the young police in prison have many phenomena which are not suitable to the current situation, and the prominent phenomenon is "not dare to do, do not want to do, do not do well, can't do". These problems directly become the bottleneck restricting the construction of the prison police team, seriously affect the realization of the goal of supervision and security, affect the improvement of the quality of education reform, and affect the social image of the prison. At present, the ideals and beliefs of the prison youth police are shaken, and they cannot be recognized equally; the reform of the prison system is not smooth, the laws and regulations are not perfect, the professional skills of the police are not strong, their psychological quality is poor, their duties are not clear, and their education and management are not strict. Some factors, such as imperfect supervision measures, are the important reasons for the existence of the phenomenon. It is the key to solve the present situation of the youth police force in prison only to further adhere to the political construction of the police, strictly manage the police, strengthen the quality of the police, shape the culture of the police, encourage and promote the police, and construct the psychological health protection mechanism of the police.
