中国参与大湄公河次区域经贸合作的影响因素及对策研究

【摘要】：在全球化迅速发展的今天，以地缘为依托的区域经济也得到了迅速的发展，在世界掀起了一股“区域合作热”，并显示出了强劲的发展势头。以欧盟、东盟等为代表的一批区域经济组织通过自身不断的调整和发展，纷纷开始在世界经济发展和国际贸易中占据一席之地，扮演着越来越重要的角色。澜沧江——湄公河次区域国际经济合作是我国目前重要的区域经济合作领域之一。由于大湄公河次区域国家地理位置相邻，文化相同，官方和民间交往良好，这就为彼此开展合作提供了有力的条件。同时，它也是云南省对外开放的首要对象和前沿阵地。作为我国西南边陲对外开放的重要途径，大湄公河次区域组织合作的程度和发展前景无疑对我国西南地区安全及发展起着不可忽视作用。本文首先将会对相关概念进行定义，如：地区、区域经济、次区域经济、GMS等。重点将从国际政治经济学（IPE）角度出发，以大湄公河次区域经济合作为研究对象，通过国际政治经济学中国家和市场两大要素，结合大湄公河次区域经济合作的发展状况，尤其对区域经济中“经贸关系”进入深入探讨，以此来分析影响中国参与GMS合作的因素，通过对这些影响因素的深入分析来找到相对应的解决措施。经贸合作是最初将几个国家和地区联系在一起的纽带，自然也是大湄公河次区域合作的基础和重要内容，经历了十几年的发展，虽然取得了不错的成绩，但是一些诸如“合作松散化”“中央地方步调不一”“经济规模差异大”“外部势力影响”等问题日渐浮现，这些都阻碍了进一步促进大湄公河次区域发展，也使得重要的经贸的合作无法深入和稳定。因此，我们必须积极的应对并解决这些问题，为大湄公河次区域的经贸合作扫清障碍，让其能发挥更大的作用，，促进我国西南地区的发展。
[Abstract]:With the rapid development of globalization today, the regional economy based on geography has also been developed rapidly, which has set off a "regional cooperation fever" in the world, and has shown a strong momentum of development. ASEAN and other regional economic organizations have begun to occupy a place in the world economic development and international trade through their constant adjustment and development. Lancang-Mekong sub-region international economic cooperation is one of the most important areas of regional economic cooperation in China. Because of the geographical location of the Greater Mekong Subregion countries are adjacent. The same culture, good official and folk exchanges, which provides a strong condition for cooperation... At the same time. It is also the primary object and front position of Yunnan Province's opening to the outside world, as an important way of opening up to the outside world in the southwestern border of China. There is no doubt that the degree and prospect of cooperation in Greater Mekong Subregion plays an important role in the security and development of Southwest China. This paper will first define the relevant concepts, such as: region, regional economy, sub-regional economy, GMS, etc. The emphasis will be from the perspective of international political economy (IPE). Taking the Greater Mekong Subregion Economic Cooperation as the research object, through the international political economy in the country and the market two major elements, unifies the Greater Mekong Subregion Economic Cooperation development situation. In particular, the "economic and trade relations" in the regional economy are deeply discussed in order to analyze the factors that affect China's participation in GMS cooperation, and to find corresponding solutions through the in-depth analysis of these factors. Economic and trade cooperation is the initial link between several countries and regions, and naturally is the foundation and important content of the Greater Mekong Subregion cooperation. It has experienced more than ten years of development, although it has achieved good results. However, problems such as "loose cooperation", "uneven central and local pace," "large economic scale differences," "external influence" and so on are emerging, all of which hinder the further development of the Greater Mekong Subregion. Therefore, we must actively deal with and solve these problems, clear the obstacles for the Greater Mekong Subregion economic and trade cooperation, so that it can play a greater role. Promote the development of southwest China.
