美国退出《巴黎协定》与全球碳定价机制实践的宏观解析

【摘要】：美国的二氧化碳历史排放,要求其在《巴黎协定》中承担相应的财政资助责任。特朗普因此决定退出《巴黎协定》。美国退不退出《巴黎协定》,都不能逆转美国地方政府主导的北美碳定价体系,更不能逆转欧盟和各国的碳定价减排体系。已经初具规模的全球市场化碳定价机制、政府化碳定价机制和中国的全国统一碳市场定价体系,将在未来碳资源配置、碳政治博弈、碳经济转型中发挥决定性作用。
[Abstract]:The historical emissions of carbon dioxide in the United States require it to bear the corresponding responsibility for financial support in the Paris Accords. Trump has therefore decided to withdraw from the Paris Accords, and the United States will not withdraw from the Paris Accords. Can not reverse the United States led by local governments in North America carbon pricing system, let alone the European Union and countries of carbon pricing and emission reduction system, has begun to take shape of the global market-oriented carbon pricing mechanism. The government carbon pricing mechanism and China's national unified carbon market pricing system will play a decisive role in the future carbon resource allocation, carbon politics game and carbon economy transformation.
