气候伦理引导气候谈判的可行性及原则

【摘要】：在气候变化大会21年的艰难谈判历程中,各主权国家普遍把气候谈判当做为本国争取更大利益的机会,在谈判过程中尽可能多地争取本国的利益最大化、损失最小化,导致气候谈判难以取得根本性进展。因此,从本质上把气候变化作为伦理问题来认识,使"自利利他、顾全大局"的伦理道德成为谈判的内在驱动力,是从根本上化解气候谈判中的"争权夺利"思维的关键。道德压力并非气候伦理的初衷,道德尊重带来的道德自律才是气候伦理发挥效用的起点。要使气候伦理真正发挥作用,需要遵循四个原则:毫无例外的相互认可原则、共同利益优先的原则、从我做起的主动行动原则以及通过利他达到自利的能力原则。
[Abstract]:In the course of 21 years of difficult negotiations at the Climate change Conference, sovereign countries generally regard climate negotiations as an opportunity to strive for greater interests for their own countries. In the process of negotiations, they strive for as much as possible to maximize their own interests and minimize losses. Making it difficult for the climate talks to make fundamental progress. Therefore, to understand climate change as an ethical issue in essence and to make the ethics and morality of "self-altruism and overall consideration" become the internal driving force of negotiation is the key to fundamentally defuse the thinking of "striving for power and gain" in climate negotiations. Moral pressure is not the original intention of climate ethics. Moral self-discipline brought by moral respect is the starting point of climate ethics. To make climate ethics work, we need to follow four principles: the principle of mutual recognition without exception, the principle of giving priority to common interests, the principle of initiative from me, and the principle of ability to achieve self-interest through altruism.
