海上海住宅项目施工合同管理优化方案设计

【摘要】：本文作者作为青岛上实地产公司的一员,完整参与了海上海项目的建设历程,对海上海项目合同管理的现状及问题都有着深刻的体会,因此以海上海项目作为研究对象,针对海上海项目建筑施工合同管理出现的问题,提出优化设计方案,以促进海上海二期项目建设的顺利开展,为接下来的啤酒城改造项目提供一定的借鉴经验。文章研究的过程中主要采用调查研究法及比较研究法,对海上海项目施工过程中合同管理现状及问题进行分析,认为青岛上实的项目合同管理人员对项目工程的进度管理、质量管理等内容的管理已经形成了行之有效的管理方法,但是在对项目建设的风险预测及管理方面则表现出薄弱的一面。因此文章提出应主要从以下四方面优化施工合同的管理,即建立合理的、严格的采购管控分级,加强采购合同管理、工程供方管理、设备材料管理,并严格工程分包单位的管理。同时还需完善加强合同管理的配套措施,即建立健全合同管理制度,普及建筑法规、合同法等相关法律教育,培训合同管理人才、提升合同管理人员素养,设立合同管理的专门机构、配备专门的合同管理人员。同时也指出了以待进一步解决的问题,在海上海二期酒店项目和其他项目的建设中进行实地研究,促进这些问题的解决。
[Abstract]:As a member of Qingdao field production company, the author has participated in the construction process of Shanghai project, and has a profound understanding of the current situation and problems of the project contract management in Shanghai. Therefore, taking the Shanghai project as the research object, aiming at the problems in the management of the construction contract of the sea Shanghai project, the optimal design scheme is put forward to promote the smooth development of the construction of the second phase of the Shanghai project. For the following beer city transformation project to provide certain reference experience. This paper mainly adopts the method of investigation and comparative study to analyze the current situation and problems of contract management in the construction of Shanghai project. It is believed that the project contract management personnel in Qingdao have formed an effective management method for the progress management and quality management of the project project. However, the risk prediction and management of project construction show a weak side. Therefore, the paper proposes that the management of construction contract should be optimized mainly from the following four aspects, that is, to establish a reasonable, strict procurement control and control classification. Strengthen procurement contract management, project supplier management, equipment and materials management, and strict management of subcontracting units. At the same time, we also need to improve the supporting measures to strengthen contract management, that is, to establish and improve the contract management system. Popularize the construction law, contract law and other related legal education, training contract management personnel, improve the quality of contract management personnel, set up contract management specialized agencies. At the same time, it also points out the problems to be solved further, carries on the field research in the construction of the Shanghai Phase II Hotel Project and other projects, and promotes the solution of these problems.
