北京市劳务派遣用工分布特征及发展趋势研究

【摘要】:劳务派遣制度在北京市发展较早,并以其潜在优势显著作用于劳动力市场和相关产业结构。尤其自《劳动合同法》出台后,劳务派遣实践得以迅速扩张,已在北京市形成了规模较大的劳务派遣工群体,但同时也出现了很多问题。2012年底全国人大进一步对《劳动合同法》中劳务派遣相关条款进行了细化和修改,体现了对劳务派遣的重视和规范化的决心。 基于以上背景,本文通过对北京市劳务派遣用工分布的实证研究,总结了北京市劳务派遣用工分布的三个基本特征,即人力资本层次偏低、组织内部比例过高和报酬差异化且水平较低的特征。本文同时从理论方面分析了劳务派遣的供给和需求,认为劳务派遣中存在以低成本战略——初级人才配置和价值创新战略——高级人才配置为特征的两种劳务派遣用工匹配方式,劳务派遣用工群体将呈现两极化特征。因此对低层次人才派遣进行适度规范,,同时促进高层次人才派遣是北京市劳务派遣的发展趋势。 结合对劳务派遣实践特征和发展趋势的分析,本文认为目前北京市劳务派遣的用工特征是主要在低成本战略——初级人才配置路径上发挥促进就业和降低企业成本的作用,而在价值创新战略——高级人才配置路径上发挥作用不足,并分析了两方面的形成原因,即法律约束、监督力度不足和就业意愿不足。 最后,本文为劳务派遣的规范化和成熟化发展尝试性地提出了完善劳务派遣制度环境、提高就业者议价能力和引导就业者正确认识劳务派遣的三方面政策优化建议,以期为北京市的劳务派遣发展实践和进一步的理论研究提供借鉴。
[Abstract]:The labor dispatch system developed earlier in Beijing, and has a significant effect on the labor market and related industrial structure with its potential advantages. Especially since the promulgation of the Labor contract Law, the practice of labor dispatch has been expanded rapidly, and a large number of labor dispatch workers have been formed in Beijing. At the end of 2012, the National people's Congress further refined and amended the relevant terms of labor dispatch in the Labor contract Law, which reflected the importance and standardization of labor dispatch. Based on the above background, this paper summarizes the three basic characteristics of labor dispatch distribution in Beijing, that is, the low level of human capital, through the empirical research on the distribution of labor dispatch in Beijing. The characteristics of excessive proportion and low level of remuneration within the organization. At the same time, this paper analyzes the supply and demand of labor dispatch theoretically. It is considered that there are two matching modes of labor dispatch in labor dispatch, characterized by low cost strategy-primary talent allocation and value innovation strategy-senior talent allocation, and the labor dispatch labor group will present the characteristics of polarization. Therefore, it is the development trend of labor dispatch in Beijing to regulate the low level talent dispatch and to promote the high level talent dispatch at the same time. Based on the analysis of the practical characteristics and development trend of labor dispatch, this paper holds that the employment characteristics of labor dispatch in Beijing are mainly in the low cost strategy-the primary talent allocation path to promote employment and reduce the cost of enterprises. However, it is insufficient to play a role in the strategy of value innovation, that is, the allocation of senior talents, and analyzes the forming reasons of the two aspects, namely, the legal restriction, the insufficient supervision and the lack of the will to obtain employment. Finally, this paper tries to put forward three policy optimization suggestions for the standardization and mature development of labor dispatch, that is, to perfect the system environment of labor dispatch, to improve the bargaining ability of the employees and to guide them to understand the labor dispatch correctly. In order to provide reference for Beijing labor dispatch development practice and further theoretical research.
