电子化处理模式下加强国库事中监督的思考

【摘要】：国库事中监督作为我国预算管理监督体系重要组成部分,发挥着为预算资金看门把关的作用。当前国库业务逐步实现电子化、自动化和无纸化处理。电子化处理模式的采用实现了国库业务范围完整覆盖,提高了监督效率、对国库业务信息的综合分析应用提供了基础。但是,目前国库事中监督还面临着法律原则明确与操作细则缺失等矛盾,制约了事中监督的成效。本文最后提出了在电子化处理模式下加强国库事中监督工作的几点建议。
[Abstract]:As an important part of China's budget management supervision system, Treasury supervision plays the role of gatekeeper of budget funds.The current treasury business gradually realize electronic, automation and paperless processing.The adoption of electronic processing mode realizes the complete coverage of treasury business scope, improves the efficiency of supervision, and provides the basis for comprehensive analysis and application of treasury business information.However, at present, supervision in treasury affairs is faced with contradiction between clear legal principle and lack of operation rules, which restricts the effectiveness of supervision in the matter.Finally, this paper puts forward some suggestions on strengthening the supervision of treasury affairs under the mode of electronic processing.
