东莞小微制造企业用工问题与对策研究

【摘要】:改革开放以来,东莞以依托外来资本输入为核心、外向型经济主导为特点的发展模式,经济得到了突飞猛进的增长,创造了无数的财富神话。近年来,面对人口红利逐渐消失的大背景下,东莞为了稳定产业的发展,提出了产业升级、企业技术提升、“机械代人”的措施,在一定程度上提高了生产效率,弥补了因为劳动力流失所造成的用工荒,但小微制造企业仍存在较严重的用工缺口,“用工难”一直是企业经营过程中难以解决好的问题。东莞作为世界闻名的制造之城,是中国制造业的一个缩影,东莞制造业的特点也代表着中国其他地方制造业的发展及变化。目前,我国专门针对制造类的小微企业的用工研究比较少,基于此,论文在查阅大量相关资料以及与企业面对面访谈的基础上,以问卷调查的形式,对东莞市的小微制造企业进行具体针对性的调研,结合东莞经济、社会情况,运用招聘相关理论知识分析了东莞小微制造企业“用工难”的原因,从政府部门、企业的角度提出了相应的解决问题的建议和对策,如,政府方面应该创优务工环境、在政策方面倾斜小微制造企业、发挥行业协会作用,企业方面要改善工作条件和环境、提高核心员工的稳定性、严格按照劳动法用工等。最后,作者希望通过对东莞这样一个典型的制造业城市的小微制造企业的用工情况分析,提出相应的对策和建议,为其他地区、城市同类型的企业提供参考。
[Abstract]:Since the reform and opening up, Dongguan rely on external capital input as the core, export-oriented economy as the characteristics of the development model, the economy has been growing by leaps and bounds, creating countless wealth myth in recent years. Under the background of the gradual disappearance of the population dividend, in order to stabilize the development of the industry, Dongguan has put forward the measures of upgrading the industry, improving the technology of the enterprise and "replacing the people by the machinery", which to a certain extent has improved the production efficiency. Made up for the labor shortage caused by the loss of labor, but there is still a serious shortage of employment in small and micro manufacturing enterprises. "hard to employ" has always been a difficult problem to solve in the course of enterprise management. As a world-famous manufacturing city, Dongguan is a microcosm of China's manufacturing industry. The characteristics of Dongguan manufacturing industry also represent the development and change of manufacturing industry in other parts of China. At present, there is less research on the employment of small and micro enterprises in our country, which is based on this. On the basis of consulting a large number of relevant materials and face-to-face interviews with enterprises, the paper carries out specific targeted research on the small and micro manufacturing enterprises in Dongguan, combining with the economic and social situation of Dongguan. This paper analyzes the reasons of "hard to employ" in Dongguan small and micro manufacturing enterprises by applying the relevant theory knowledge of recruitment, and puts forward corresponding suggestions and countermeasures from the angle of government departments and enterprises, such as. The government should create a better working environment, tilt small and micro manufacturing enterprises in policy, give full play to the role of trade associations, and improve working conditions and environment to enhance the stability of core staff. Finally, the author hopes to analyze the employment situation of small and micro manufacturing enterprises in a typical manufacturing city such as Dongguan, and put forward corresponding countermeasures and suggestions for other regions. The enterprise of the same type of city provides the reference.
