大数据环境下个人信息的保障性开发利用现状分析及对策研究

【摘要】：文章通过设计调查问卷对大数据环境下个人信息保障性开发利用需求进行了调查研究。一方面,掌握了个人信息在采集与泄露的基本情况:个人信息泄露的问题认知程度、侵害造成的影响以及受到侵害的原因等;另一方面,明确了调查对象对当前个人信息的利用和保护的需求:面对个人信息泄露救济措施;立法的态度和建议;个人信息利用模式;个人信息开发利用过程管理办法等。在个人信息保障性开发利用需求调研的基础上,分析大数据环境下个人信息开发和保护的现状和存在的障碍,并根据现有法律、市场、技术提出相应的对策和建议。
[Abstract]:By designing a questionnaire, this paper investigates and studies the demand for the development and utilization of personal information under the environment of big data. On the one hand, it grasps the basic situation of personal information collection and leakage: the cognitive level of personal information leakage. On the other hand, it clarifies the needs of the object of investigation for the use and protection of personal information: the relief measures in the face of the disclosure of personal information; the legislative attitude and suggestions; On the basis of investigation and research on the demand for personal information development and utilization, this paper analyzes the current situation and obstacles of personal information development and protection under the environment of big data. And according to the existing law, market, technology to put forward the corresponding countermeasures and suggestions.
