宜川县不动产登记存在的问题及对策研究

【摘要】：整合不动产登记职责、建立不动产统一登记制度,是国务院机构改革和职能转变方案的重要内容,也是完善社会主义市场经济体制、建设现代市场体系的必然要求,对于保护不动产权利人合法财产权,提高政府治理效率和水平,尤其是方便企业、方便群众,具有重要意义。宜川县地处延安市,不动产登记的各项工作任务都是在上级的要求下,逐一开展的。在具体工作中,业务水平偏低,不能很好的服务群众。现阶段,宜川县不动产登记所需要做的是尽快尽早从自身现实情况出发,分析现有的不动产登记施行状况,主动研究适合推动宜川县不动产统一登记的对策,才能使得宜川县不动产登记更好地发挥它的各项职能。本文前期,通过文献整理,搜集到了较为翔实的不动产登记相关资料,系统性的了解了不动产登记。通过个别访谈,了解了当前系统内各方人士对于宜川县不动产登记的看法。在对宜川县不动产登记现状进行详细的调查研究基础上,通过绘制工作流程图并分析研究的现状,提出了宜川县不动产登记存在的问题。通过不动产登记流程的优化,最终提出适合推动宜川县不动产统一登记的对策。结合宜川县不动产登记实际,本文提出了解决对策:建立“一站式”行政服务中心,加快数据整合和不动产管理信息平台建设,增加机构人员设置、加强业务培训、引入外包法律服务机制,优化登记流程。对策的提出为宜川县不动产登记工作的推进提供了理论支持,为今后宜川县不动产登记的工作改进提供了指导方案,同时也对我国现阶段县级不动产登记工作的提速增效能有一定的参考作用。
[Abstract]:The integration of real estate registration duties and the establishment of a unified real estate registration system are important elements of the State Council's institutional reform and functional transformation plan, and are also the inevitable requirements for perfecting the socialist market economic system and building a modern market system.It is of great significance to protect the legal property rights of real estate owners, to improve the efficiency and level of government governance, especially to facilitate enterprises and the masses.Yichuan County is located in Yan'an City, real estate registration of all tasks are at the request of the superior, one by one.In specific work, the level of business is too low to serve the masses well.At the present stage, what we need to do for the registration of real estate in Yichuan County is to analyze the implementation status of the real estate registration in Yichuan County as soon as possible, and to study the countermeasures suitable for promoting the unified registration of real estate in Yichuan County as soon as possible.In order to make Yichuan County real estate registration better play its various functions.In the early stage of this paper, through literature collation, collected more detailed real estate registration related information, a systematic understanding of real estate registration.Through individual interviews, we understand the views of various parties in the system on the registration of real estate in Yichuan County.On the basis of the detailed investigation and research on the present situation of real estate registration in Yichuan county, the problems of real estate registration in Yichuan county are put forward by drawing the working flow chart and analyzing the present situation of the research.Through the optimization of the real estate registration process, the countermeasures are put forward to promote the unified registration of real estate in Yichuan County.Combined with the real estate registration practice in Yichuan County, this paper puts forward some countermeasures: to establish a "one-stop" administrative service center, to speed up the construction of data integration and real estate management information platform, to increase the establishment of institutional personnel, and to strengthen business training.Introduce the outsourcing legal service mechanism, optimize the registration process.The proposal of countermeasures provides theoretical support for the promotion of real estate registration in Yichuan County, and provides a guiding scheme for the improvement of real estate registration in Yichuan County in the future.At the same time, it can be used as a reference for increasing the speed and efficiency of the county level real estate registration.
