依法治国背景下立法报道的创新——从两会民法总则相关报道说起

【摘要】：立法是我国人民代表大会制度的重要职能,十二届全国人大五次会议3月15日表决通过了《中华人民共和国民法总则》,国家主席习近平签署第66号主席令予以公布,民法总则自2017年10月1日起施行。民法总则是民法典的开篇之作,在民法典中起统领性作用,在全面依法治国进程中具有里程碑意义。但在媒体对全国两会的相关报道中,对于民法总则的解读报道较少,即使是为数不多的几篇解读报道,淹没在众多的提案议案的简单展示中,也略显势单力薄。就此,本刊特约请新华社一直从事法治新闻报道的作者撰文,探讨新形势下做好立法解读报道的感受与体验。
[Abstract]:Legislation is an important function of the Chinese people's Congress system. On March 15, the Fifth session of the Twelfth National people's Congress voted through the General principles of Civil Law of the people's Republic of China, and President Xi Jinping signed Presidential decree No. 66 to promulgate it. The general principles of civil law shall enter into force on October 1, 2017. The general principles of civil law is the beginning of the civil code, plays a leading role in the civil code, and has a milestone significance in the overall process of governing the country according to law. However, in the relevant reports of the two national congresses, the interpretation of the general principles of civil law is less, even a few interpretation reports, submerged in the simple display of numerous proposals, but also slightly weak. In this regard, Xinhua News Agency has been engaged in the rule of law of the author of the article, to explore the new situation to do a good job in legislative interpretation of the feelings and experience of the report.
