论我国印刷品阅读障碍者著作权例外制度的完善

【摘要】：信息获取能力关乎人们的生存状况和生活质量。能够满足盲人、视障者和其他印刷品阅读障碍者需要的"无障碍版式"阅读物却受到著作权法的限制。我国现行的著作权法对印刷品阅读障碍者的阅读权利还不够关注,相关的著作权例外规定也无法与国际接轨。因此,现阶段我国可以先完善对主、客体和限制条件、适用范围等内容的规定,在对这一例外制度进行更为全面和具有可执行性的改进之后,再专门制定与其配套的法律规定。
[Abstract]:The ability to obtain information relates to people's living conditions and quality of life. The "barrier-free" reading material that can satisfy the needs of the blind, visually impaired and other printed readers is limited by copyright law. The current copyright law of our country does not pay enough attention to the reading rights of the people with printed reading disabilities, and the relevant copyright exceptions are also unable to meet the international standards. Therefore, at the present stage, our country can perfect the provisions of subject, object, restriction condition, scope of application and so on. After making more comprehensive and enforceable improvement to this exceptional system, we can make the corresponding legal provisions specially.
