老年人信息权及保障机制研究

【摘要】：老年人信息权是指老年人占有相关信息、知晓相关与自己权益有关的情况的权利。它具有使老年人权益完整化、时代化、社会化和法治化的价值。然而,由于老年人知识滞后、生活空间相对封闭、老年人与中青年人的代际差和老年人生活节奏缓慢而使这一权益的实现受到阻滞。就我国目前老年人信息权的保障而言,应当首先有相应的制度设计,通过这样的制度设计,老年人信息权才能够成为老年人权益体系中的基本构成,才能够使老年人信息权的保障有完整的制度支撑。应当构建老年人新知识的普及制度、老年人网络系统的专门化制度、老年人精神关爱制度、老年人社会协商对话制度和老年人群体的社会开放制度。
[Abstract]:The right to information of the elderly refers to the right of the elderly to take possession of relevant information and to know the relevant information about the rights and interests of the elderly. It has the value of integrating the rights and interests of the aged, the times, the socialization and the law. However, due to the lag of the knowledge of the elderly, the relative closure of living space, the intergenerational difference between the aged and the middle-aged people and the slow pace of the life of the elderly, the realization of this interest is blocked. In the light of the guarantee of the information right of the old people in our country, it is necessary to have the corresponding system design. Through such a system design, the information right of the old people can be the basic structure in the system of the old people's rights and interests, so that the guarantee of the information right of the old people is supported by a complete system. The universal system of the new knowledge of the old people, the specialized system of the old people's network system, the system of the old people's mental care, the social consultation and dialogue system of the old people and the social open system of the old people should be constructed.
