新中国成立初期我国普及“五四宪法”的实践与经验研究

【摘要】：为了增强全社会对社会主义政权的认同感、提高广大人民群众贯彻执行过渡时期总路线的自觉积极性、强化广大人民群众的公民意识与法制观念,新中国成立初期我国在"五四宪法"草案正式公布之后就开展了宪法的普及教育,包括号召全民参与宪法草案的讨论学习、以人民民主原则和社会主义原则作为宪法普及教育的核心、利用报纸杂志开展宪法普及教育、成立专门的宪法宣传教育队伍等。这些探索为我国当前的宪法普及教育活动积累了有益的经验,因此,必须高度重视宪法的普及教育,围绕中心任务开展宪法普及教育,充分利用大众传媒进行宪法普及教育,以提高公民的宪法意识并全面推动宪法实施为根本。
[Abstract]:In order to enhance the whole society's sense of identity with the socialist regime, enhance the masses' self-consciousness and enthusiasm in the implementation of the general line during the transition period, and strengthen the citizens' consciousness and the concept of the legal system among the broad masses of the people, In the early days of the founding of the people's Republic of China, after the formal publication of the draft Constitution of the May 4th Movement, China launched universal education on the Constitution, including calling on the whole people to participate in the discussion and study of the draft Constitution. Take the people's democratic principle and the socialist principle as the core of the constitution universal education, make use of the newspaper and magazine to carry out the constitution popularization education, set up the special constitution propaganda education team and so on. These explorations have accumulated useful experience for the current constitutional universal education activities in our country. Therefore, we must attach great importance to the constitutional universal education, carry out constitutional universal education around the central task, and make full use of the mass media for constitutional universal education. To improve the constitutional awareness of citizens and promote the implementation of the constitution as a fundamental.
