农村适龄儿童受教育权保障政策分析

【摘要】:农村适龄儿童受教育权是农民权益保障政策研究的一个重要方面。农村适龄儿童受教育权保障政策的本质是国家对教育资源的分配。改革开放30多年来,我国农村适龄儿童受教育权保障取得了很大的进展,适龄儿童入学率不断上升,国民素质不断提高,但农村适龄儿童与城市适龄儿童仍在经费保障、教育条件、教师资源等受教育权利上存在较大差距。本文以农村适龄儿童受教育权保障政策过程为视角,对农村适龄儿童受教育权的保障政策进行了分析,从农村适龄儿童受教育权保障政策制定和政策执行的角度,探讨了农村适龄儿童受教育权保障不力的政策性影响因素,指出农村适龄儿童受教育权政策制定和执行中,忽视政策问题界定与政策议程确立、政策价值偏向与政策目标不明、政策执行组织的权责配置不均、政策执行者与政策对象的素质不高、政策执行的资源不足和政策执行机制不健全等问题,是造成农村适龄儿童受教育权保障不力的主要原因。并从明确农村适龄儿童受教育权保障的政策目标,完善农村适龄儿童受教育权保障政策的决策机制,合理调整农村义务教育的管理体制和管理权限,提高政策执行者的素质和加强政策执行的资源配套等方面提出了优化农村适龄儿童受教育权保障政策的建议。
[Abstract]:Rural school-age children's right to education is an important aspect of farmers' rights and interests guarantee policy. The essence of the policy of guaranteeing the right to education of rural children of school age is the distribution of educational resources by the state. Over the past 30 years of reform and opening up, great progress has been made in ensuring the right to education of children of school-age in rural areas. The enrolment rate of children of school-age continues to rise, and the quality of the people continues to improve. There is a big gap in the right to education, such as educational conditions, teachers' resources and so on. From the perspective of the policy process of guaranteeing the right to education of rural children of school age, this paper analyzes the policy of guaranteeing the right to education of the children of school age in rural areas, from the angle of policy formulation and implementation of the right to education of the children of school age in rural areas. This paper probes into the policy influencing factors of the weak guarantee of the right to education for rural children of school age, and points out that in the formulation and implementation of the policy on the right to education of rural children of school age, the definition of policy issues and the establishment of the policy agenda are ignored, and the policy value bias and the policy objective are unclear. Such problems as uneven allocation of power and responsibility of policy enforcement organizations, low quality of policy executors and policy objects, insufficient resources for policy implementation and imperfect policy enforcement mechanisms are the main reasons for the inadequate protection of the right to education of children of school age in rural areas. At the same time, we should make clear the policy objective of ensuring the right to education of rural children of school age, perfect the decision-making mechanism of the policy of guaranteeing the right to education of the children of school age in rural areas, and adjust the management system and authority of compulsory education in rural areas reasonably. In order to improve the quality of the policy executors and to strengthen the matching resources of the policy implementation, some suggestions are put forward to optimize the policy of guaranteeing the right to education of the children of school age in rural areas.
