从“百名红通人员”归案看我国境外追逃的发展

【摘要】：从已经归案的“百名红通人员”可以看出,“百名红通人员”的追逃在难度上远远大于其他外逃人员,已经取得的成功案例就更弥足珍贵和具有标志意义。在追逃措施上,劝返地位日益提高的同时,缉捕作为独立追逃措施的地位正在凸显。反思“百名红通人员”归案,我们应当辩证看待已有追逃成果,继续提高境外追逃的效率;总结尚未成功案例的教训,加强境外追逃能力建设;分析逃犯出逃国家的特点,科学选择追逃措施;占据道义制高点,依法开展境外追逃;从而推动境外追逃的良性循环。
[Abstract]:As can be seen from the "100 Hongtong personnel" who have been brought to justice, the pursuit of "100 Hongtong personnel" is far more difficult than that of other defectors, and the successful cases that have been achieved are even more valuable and of marked significance. At the same time, the status of arrest as a measure of independent pursuit is becoming more and more prominent. To reflect on the "hundred Hongtong personnel", we should dialectically treat the existing results of pursuit and escape, and continue to improve the efficiency of overseas pursuit. Summing up the lessons of the outstanding cases, strengthening the building of the capacity of overseas pursuit; analyzing the characteristics of the fugitive fleeing countries, scientifically choosing the pursuit measures; occupying the moral height and carrying out overseas pursuit in accordance with the law; thus promoting the virtuous circle of overseas pursuit.
