我国农村居民住房保障制度研究

【摘要】：“安得广厦千万间，大庇天下寒士俱欢颜”，自古以来住房就在人们生活中占有重要地位。改革开放后，随着经济发展水平的提升，我国居民居住条件得到了极大的改善，居住质量也显著提高，同时不容忽视的是城乡中住房弱势群体的大量存在。为解决城市中弱势群体的住房问题，政府出台了多种制度措施，如廉租住房保障制度、经济适用房保障制度、限价房制度以及公共租赁住房制度等。与制度较完备的城镇住房保障制度相比，由于长期以来受城乡二元体制的影响，城乡居民住房保障上长期存在着“重城轻乡”、“重居轻农”现象，虽然有住房弱势群体存在，但农村住房保障制度仍属空白。我国是一个农业人口大国，有一半多的人口居住在农村，所以解决好农村住房弱势群体的住房问题对于统筹城乡发展和全面建成小康社会有着重要意义。本文在对当前农村住房实际情况进行社会调研的基础上，，结合现有的理论研究，对我国农村居民住房保障中的问题进行了探讨，并提出了相应的规范化构建措施。文中从农村居民住房的现状和制度建立的必要性出发，对农村居民住房在现实层面和制度层面存在的问题和原因进行了详细分析，从住房保障相关的四个理论和若干现实意义两大方面阐述了建立农村住房保障制度的必要性，权当抛砖引玉。结合我国实际，通过研究以美英两国为代表的西方发达国家和浙江、成都两地在农村住房保障上的制度实践，由构建原则入手，从主体责任、保障措施、以及包括土地、资金、法律在内的制度完善三个方面，提出系统化的制度构建方案。

The living conditions of Chinese residents have been greatly improved and the living quality has been improved significantly. At the same time, it can not be ignored that there are a large number of housing vulnerable groups in urban and rural areas, in order to solve the housing problems of vulnerable groups in cities. The government has introduced a variety of system measures, such as low-rent housing security system, comfortable housing security system, price limit housing system and public rental housing system, and so on, compared with the more complete system of urban housing security system. Because of the influence of urban-rural dual system for a long time, there is a phenomenon of "emphasizing city and neglecting countryside" and "attaching importance to living and neglecting agriculture" in the housing security of urban and rural residents for a long time, although there are vulnerable groups of housing. However, the rural housing security system is still blank. China is a large agricultural population, there are more than half of the population living in rural areas. Therefore, it is of great significance to solve the housing problems of rural housing vulnerable groups for the overall development of urban and rural areas and the building of a well-off society in an all-round way. On the basis of social research on the actual situation of rural housing, this paper discusses the problems in the housing security of rural residents in our country based on the existing theoretical research. And put forward the corresponding standardized construction measures. From the current situation of rural residents housing and the necessity of the establishment of the system. This paper analyzes the problems and causes of rural residents' housing on the practical and institutional level in detail. This paper expounds the necessity of establishing the rural housing security system from the four theories and some practical significance of housing security, and combines with the reality of our country. Through studying the system practice of the western developed countries, Zhejiang and Chengdu, which are represented by the United States and Britain, this paper starts with the principle of construction, from the main responsibility, safeguard measures, including land, funds. Three aspects of system perfection, including law, are put forward, and a systematic scheme of system construction is put forward.
