【摘要】：近些年来，，食品安全领域的事故频繁发生，“苏丹红事件”、“雀巢婴幼儿奶粉转基因事件”、“立顿茶氟超标事件”、“金华敌敌畏火腿事件”“三聚氰胺事件”、“地沟油”事件，个个都触目惊心，一件件的食品安全事故让我们不得不对食品安全监管体制进行反思。在我们抨击企业的违法行为时，对政府的行政问责也悄然开始。2003年的“非典事件”标志着我国开始全面推行行政问责制。然而，在我国食品安全监管领域的行政问责制度并不是非常健全，因此，在理论上研究和探讨食品安全监管领域的行政问责制度具有重要的理论和现实意义。本文共分为二部分，第一部分是绪论，绪论部分主要包括文章选题的目的和意义、国内外研究现状、研究的主要内容、研究方法与创新。第二部分分为三章，第一章从食品安全监管和食品安全监管中的行政问责制两个方面进行阐述，界定了食品安全、食品安全监管、行政问责的基本概念。明确了食品安全监管的意义和食品安全监管中行政问责的重要意义。第二章分析了我国食品安全监管中行政问责的现状及存在的问题。第三章从改革食品安全监管机构、食品安全监管中行政问责的程序与救济以及建立健全食品安全监管中行政问责的相关配套制度三个方面来谈如何构建我国食品安全监管中行政问责机制。
[Abstract]:In recent years, the field of food safety accidents occur frequently, "tonyred", "Nestle transgenic infant milk powder incident", "Lipton tea fluoride exceed the standard event", "Jinhua ham dichlorvos incident" "melamine incident", "drainage oil" incident, all contact shocking food safety accidents, so we have a piece of reflection on the food safety supervision system. If we attack their violations, the government administrative accountability has quietly started.2003 years of "SARS" marking the beginning of China's full implementation of the administrative accountability system in our country. However, in the field of food safety supervision of the administrative accountability system is not very perfect. Therefore, to study and explore the field of food safety supervision administration asked the responsibility system in theory has important theoretical and practical significance. This paper is divided into two parts, the first part is the introduction, introduction Part mainly includes the purpose and significance of this topic, the research status at home and abroad, the main research contents, research methods and innovation.
