德国公私合作的制度发展与经验启示

【摘要】：德国的PPP实践起步迟至上世纪80年代,但之后的全速推进同样使其在这一领域成绩斐然。德国经验为我们了解公私合作提供了另一视角,也让我们在取镜域外经验时有了更多元的参考。对德国PPP的制度发展和学理演进进行概览式的系统梳理,并在此基础上归纳德国经验,将对我国提供有益启示。
[Abstract]:Germany's PPP practice started late in the 1980s, but the full speed that followed has also made it successful in this area. The German experience offers us another perspective on public-private partnerships. It also makes us have more reference when we learn from the experience of foreign countries. The system development and academic evolution of PPP in Germany are summarized systematically, and on this basis, the experience of Germany will be summed up, which will provide beneficial enlightenment to our country.
