【摘要】：《四川省公共场所卫生管理办法》实施四年来,四川省卫生监督部门根据该办法采取了许多措施控烟,但收效甚微。因此,对四川省公共场所控烟卫生监督体系进行研究,系统分析现有卫生监督控烟体系,公共场所经营者执行控烟法规现状,公共场所消费者、吸烟者和管理服务人员对控烟政策法规的执行情况,公共场所控烟卫生监督员对控烟卫生监督措施以及现有法律法规及政策在控烟工作中的作用,据此提出具有可操作性的政策建议,具有一定的理论价值和实践意义。本文通过对四川省卫生监督监管的部分公共场所进行监督检查,了解各类公共场所对控烟政策法规规定执行情况,找出四川省公共场所控烟卫生监督工作存在的薄弱环节,有针对性提出了完善措施。通过对四川省部分公共场所的消费者、吸烟者和管理服务人员的问卷调查,了解其对公共场所控烟政策法规规定的知晓程度和执行情况,找出四川省公共场所控烟卫生监督工作存在的不足及可采取的有效对策。通过对卫生监督员的问卷调查,了解目前四川省公共场所控烟卫生监督措施及现有法律法规对控烟工作的作用,分析目前控烟措施和法律法规的不足,提出完善建议。通过对四川省公共场所控烟卫生监督体系、控烟政策及实施现状分析,了解目前四川省公共场所控烟卫生监督体系、控烟政策及实施情况存在的问题,并有针对性的提出了解决措施;通过对国内外公共场所控烟卫生监督工作实践进行梳理,提取四川省公共场所控烟卫生监督有益的经验启示。通过本文的研究,探索实施法制完善、政府倡导、对象履责、烟民自律、监督有力、全民参与的共同管理、公共治理的公共场所控烟卫生监督体系,以优化和改进四川省公共场所控烟卫生监督体系,以其填补四川省公共场所控烟卫生监督领域学术研究的空白,为今后的公共场所控烟卫生监督工作提供借鉴与参考,最终达到减少和遏制公共场所烟草的危害,更好的履行卫生监督护卫健康的使命。
[Abstract]:In the past four years, the Sichuan Provincial Health Supervision Department has taken many measures to control smoking according to the measures, but has had little effect. Therefore, the health supervision system of smoking control in public places in Sichuan Province is studied, the existing health supervision and tobacco control system is systematically analyzed, the present situation of the enforcement of smoking control laws and regulations by public place operators, and the consumers in public places are systematically analyzed. The implementation of smoking control policies and regulations by smokers and service personnel, the health supervision measures of smoking control in public places, and the role of existing laws, regulations and policies in tobacco control, Therefore, it is of certain theoretical value and practical significance to put forward operable policy recommendations. Through the supervision and inspection of some public places in Sichuan Province, the paper finds out the weak links in the health supervision of smoking control in public places in Sichuan Province, in order to find out the implementation of policies and regulations on smoking control in all kinds of public places. The improvement measures are put forward. Through a questionnaire survey of consumers, smokers and management service personnel in some public places in Sichuan Province, to understand their awareness and implementation of the policies and regulations governing smoking control in public places, To find out the shortcomings of health supervision of smoking control in public places in Sichuan province and the effective countermeasures. Based on the questionnaire survey of health supervisors, the present health supervision measures of smoking control in public places in Sichuan Province and the effect of existing laws and regulations on tobacco control work were understood, and the deficiencies of current tobacco control measures and laws and regulations were analyzed, and suggestions were put forward to improve them. Based on the analysis of the health supervision system, tobacco control policy and implementation status in public places in Sichuan Province, the problems existing in the current health supervision system, tobacco control policy and implementation situation in public places in Sichuan Province are understood. Through combing the practice of health supervision of smoking control in public places at home and abroad, the beneficial experience and enlightenment of Sichuan Province's smoking control health supervision in public places were extracted. Through the research of this paper, the author explores the system of public health supervision of tobacco control, which includes the perfection of legal system, government advocacy, object responsibility, self-discipline of smokers, supervision of joint management with power and participation of the whole people, and public administration. In order to optimize and improve the health supervision system of smoking control in public places in Sichuan Province, and to fill in the blank of academic research in the field of health supervision of tobacco control in public places in Sichuan Province, it can provide reference and reference for the health supervision of tobacco control in public places in the future. Finally, to reduce and curb the harm of tobacco in public places, to better fulfill the mission of health supervision and protection of health.
