江苏省公务员招考结构化面试存在的问题及解决方法探索

【摘要】:我国的公务员考录从1993年颁布的《国家公务员暂行条例》开始,起步较晚、发展不充分,所以不可避免的存在一些公平性的问题。随着公务员考试竞争激烈程度的不断攀升,人们对公务员考录公平性的关注度也不断提高,这就对公务员考录的公平性提出了更高的要求。 结构化面试以其高度的结构化和规范化在公务员招录面试中扮演了重要的角色,它使公务员招录面试公平公正公开的特性得到了延伸。江苏省公务员考录的实践为理论的研究提供了丰富详实的资料,理论的研究也为实践指明了改进的方向,实践和理论的结合取得了很大的成功,使得江苏省的公务员招录面试无论是实践还是理论都走在了全国的前列。 但是,这些年江苏省公务员面试中还是出现了一些这样或那样的问题,比如面试组织过程中工作人员不按规范操作、考官评分过程中打瞌睡、试题过难导致区分度较低、监督人员最后亮分居然将分数抄错等。这些问题的存在极大地影响了公务员考录的公平性,江苏省公务员招录部门也尝试各种方法来试图解决这些问题,但是二十多年过去了,这些问题是一波未平一波又起,有些是新问题不断,有的是老问题频繁复发,总不能彻底解决。面对这些问题,有些地区的主管部门陷入了“重公平轻科学”的陷阱,使面试过程走向了另一个极端,也对江苏省公务员面试有着不好的影响。本课题通过分析这些问题,探索其产生的原因,从而提出对策和建议,以期为公务员主管部门提高面试的公平性和科学性提供帮助。 本文主要分为四个部分:一、描述本文的选题背景和意义,介绍国内外公务员招录和面试的研究情况,确定本文的研究方向;二、简要介绍面试的相关理论,为进一步理解结构化面试的各项要素打下基础;三、介绍江苏省公务员结构化面试现状和存在的问题,并从宏观和微观两个方面分析其成因;四、针对问题及原因提出解决问题的建议。
[Abstract]:The examination of civil servants in our country began with the "interim regulations for National Civil servants" promulgated in 1993, which started late and developed insufficiently, so there are inevitably some problems of fairness. With the fierce competition of civil servants examination, people pay more attention to the fairness of civil servants' examination, which puts forward higher requirements for the fairness of civil servants' examination. Structured interview plays an important role in civil servant recruitment interview because of its high level of structure and standardization, which extends the characteristics of fair, fair and open civil servant recruitment interview. The practice of civil servant examination in Jiangsu Province has provided abundant and detailed information for the theoretical research, and the theoretical research has also pointed out the direction of improvement for the practice. The combination of practice and theory has achieved great success. The civil servant recruitment interview in Jiangsu Province is in the forefront of the country both in practice and theory. However, in recent years, there have been some problems in the interviews of civil servants in Jiangsu Province. For example, during the interview organization, the staff members did not follow the standard operation, the examiners dozed off during the process of marking, and the difficulty in the examination questions led to low differentiation. The supervisor finally scored the score wrong and so on. The existence of these problems has greatly affected the fairness of the examination of civil servants. The civil servant recruitment department in Jiangsu Province has also tried various methods to try to solve these problems. But more than 20 years later, these problems have been rising again and again. Some are new problems constantly, some old problems recur frequently, can not solve thoroughly. In the face of these problems, the authorities in some regions have fallen into the trap of "emphasizing fairness over science", which leads the interview process to the other extreme and has a negative impact on the interview of civil servants in Jiangsu Province. By analyzing these problems and exploring the causes of these problems, this paper puts forward some countermeasures and suggestions in order to help the civil servants to improve the fairness and scientific nature of the interview. This paper is mainly divided into four parts: first, describes the background and significance of this topic, introduces the research situation of recruitment and interview of civil servants at home and abroad, determines the research direction of this paper; second, briefly introduces the relevant theory of interview, To lay a foundation for further understanding of the elements of structured interview; third, introduce the status quo and existing problems of structured interview for civil servants in Jiangsu Province, and analyze its causes from both macro and micro aspects; fourth, Propose solutions to the problem and its causes.
