我国涉恐网络舆论引导法律规制初探

【摘要】：涉恐网络舆论引导对国家安全、社会发展和稳定的作用和影响日益突出。反思涉恐网络舆论引导法制建设存在的问题,法律的漏洞、滞后性以及缺乏协调性弱化了舆论引导的效果。只有坚持维护意识形态安全,防止恐怖分子进行网络恐怖主义意识形态传播,结合网络传播特性,增强引导主体的法律责任,加强法律规定之间的内在衔接,完善引导主体责任体系建设,才能推进涉恐网络舆论引导法制建设,依法治网、保障网络舆论引导工作、预防和打击恐怖主义。
[Abstract]:The influence of public opinion guidance on national security, social development and stability is increasingly prominent. Reflecting on the problems existing in the construction of legal system guided by network public opinion, the loophole, lag and lack of coordination of the law weaken the effect of public opinion guidance. Only by insisting on maintaining ideological security, preventing terrorists from spreading ideology of cyberterrorism, combining the characteristics of network communication, strengthening the legal responsibility of guiding subjects, and strengthening the internal link between laws and regulations, Only by perfecting the construction of the responsibility system of guiding subject can we promote the construction of the legal system of the network public opinion concerning terrorism, govern the network according to law, guarantee the network public opinion guidance work, and prevent and crack down on terrorism.
