社会资源服务儿童青少年成长的国际立法经验与启示

【摘要】:日本、德国和美国以教育立法为保障,分别以公民馆体验、博物馆之夜活动、社会服务学习为实践平台,较好实现了社会资源与学校教育需求之间的有效衔接,拓展了儿童青少年社会实践学习的通路。这些经验具有如下启示:牢固确立全员育人理念,切实发挥社会资源单位的公共教育责任;以立法设计和实施为新动力,为我国儿童青少年利用社会资源、参与社会服务提供有力的法律保障;完善课程标准与教学大纲,拓宽学校利用社会资源服务儿童青少年可持续发展的通路;加强博物馆教育服务能力建设,为其提供财政支持和税收减免,有效发挥社会"道德储存库"职能。
[Abstract]:Japan, Germany and the United States take the education legislation as the guarantee, the citizens' experience, the museum night activities and the social service learning as the practical platform respectively, which realizes the effective link between the social resources and the school education needs. It expands the path of social practice learning for children and adolescents. These experiences have the following enlightenments: firmly establish the concept of all-staff education, give full play to the responsibility of public education of social resource units, take the design and implementation of legislation as the new motive force, and make use of social resources for our children and adolescents. Participate in social services to provide effective legal protection; improve curriculum standards and syllabuses; broaden access for schools to use social resources to serve the sustainable development of children and adolescents; and strengthen the capacity-building of museum educational services, To provide financial support and tax relief to effectively play the role of social "moral repository".
