地方城市管理执法机构存在的问题和改革建议

【摘要】：正城市管理执法是事关我国城市发展、社会和谐的一个重要问题,也是社会关注的一个焦点。2015年12月,中共中央、国务院印发了《关于深入推进城市执法体制改革改进城市管理工作的指导意见》([中发](2015)37号文件),对深化城管执法体制改革、提高城管执法水平提出了明确要求、作出了重大部署。为落实37号文件精神,加强城市管理执法工作,2016年9月,中央编办批复住建部设立城市管理监督局,解决了
[Abstract]:The enforcement of law by urban management is an important issue concerning urban development and social harmony in our country, and it is also a focus of social concern. In December 2015, the Central Committee of the Communist Party of China (CPC), The State Council issued the guidance on promoting in-depth Reform of the Urban Law Enforcement system and improving Urban Management (document [Zhongfa] (2015) No. 37), which sets clear requirements for deepening the reform of the urban management law enforcement system and raising the level of urban administration enforcement. A major deployment was made. In order to implement the spirit of document No. 37 and strengthen the enforcement of law in urban management, in September 2016, the Central Organization Office approved the establishment of the Bureau of Urban Management and Supervision by the Ministry of Housing Construction, which resolved the issue.
