完善科学基金知识产权管理的若干观念性问题

【摘要】："科技是第一生产力"这一马克思主义政治经济学的基本观点要求我们必须重视科技创新成果向现实生产力的转化。就基础研究来讲,要服务于创新型国家发展,需要系统思考如何产生从原创到应用的重大贯通性成果。为此,就必须加强对科学基金的知识产权管理。要实现这种转变,科学基金管理部门需要在观念上对强化知识产权管理的重要性、加大成果宣示与促进顺畅产业化通道的形成、推进从基础研究到出口的全过程研发管理、形成"理解与同情"基础研究发展的健全文化理念等问题有清醒的认识。唯有如此,才能推动基础研究更好地服务于国家创新驱动发展战略的实施,也才有助于推进当代中国的马克思主义政治经济学的创新与发展。
[Abstract]:The basic view of Marxist political economy that "science and technology is the first productive force" requires us to attach importance to the transformation of scientific and technological innovation achievements into real productive forces. In terms of basic research, we should serve the development of innovative countries. There is a need to think systematically about how to produce significant and consistent results from originality to application. In order to achieve this change, it is necessary to strengthen the management of intellectual property rights in science funds. The management department of science fund needs to strengthen the importance of intellectual property management in concept, increase the declaration of achievements and promote the formation of smooth industrialization channel, and promote the whole process of R & D management from basic research to export. Only in this way can we promote basic research to better serve the implementation of the national strategy of innovation-driven development. It is also helpful to promote the innovation and development of Marxist political economy in contemporary China.
