基于产学研人才互聘的协同创新人才培养模式实践分析

【摘要】:以全国著名创业园常州科教城为例,从目标设置、工作措施和组织实施三个方面描述了其高层次人才互聘"350计划",研究发现,正是由于坚持政府主导、需求协同、管理协同、组织协同,确保了人才互聘计划真正落地并促进了协同育人与协同创新。同时,强调依托创新基金探索建立人才互聘的长效机制、完善知识产权保护与开发制度、建立收益分配的激励机制和风险分担的责任机制,才能更好地借助产学研之间的高层次人才互聘,促进产学研之间的协同育人与协同创新。
[Abstract]:Taking Changzhou Science and Education City as an example, this paper describes the "350 plan" for high-level talents employment from three aspects: goal setting, work measures and organization and implementation. The research finds that it is precisely because of the adherence to government leadership, demand coordination, and management coordination. Organization and cooperation ensure that the plan of mutual employment of talents will really fall to the ground and promote collaborative education and innovation. At the same time, it is emphasized that relying on innovative funds to explore and establish a long-term mechanism for the mutual employment of talents, and to improve the system of intellectual property protection and development, Only by establishing the incentive mechanism of income distribution and the responsibility mechanism of risk sharing, can we make better use of the high-level talents employment between the industry, college and research, and promote the collaborative education and innovation between the industry, university and research.
