改革视角下农业物联网创新驱动战略研究

【摘要】:农业物联网是物联网技术在农业领域中的应用与发展的技术应用体系,大力发展农业物联网,将有利于农业生产、经营、流通、服务各环节实现智能化、可控化、精准化,它是转变农业发展方式的重要科技创新驱动力,更是实现国家"四化同步"战略的重要路径。近年来我国农业物联网在技术应用、平台建设、标准制定及商业模式等方面实现了有益探索,但与发达国家相比,目前我国农业物联网仍处于起步阶段,正面临关键技术突破不力、商业规模应用不广、可持续机制不健全以及配套政策落实滞后等现实困境。为此,需要以改革创新为动力,加快形成以土地、金融、人才、项目、知识产权保护等制度创新为关键,以技术研发与应用等技术创新为核心,以投入、补贴、产业等政策创新为基础的创新驱动体系,为农业物联网注入强大推力,不断务实其发展基础,促进农业物联网产业链向价值链中高端跃升。
[Abstract]:The agricultural Internet of things is the technical application system of the application and development of the technology of the Internet of things in the agricultural field. The development of the agricultural Internet of things will be beneficial to agricultural production, management, circulation and service to achieve intelligence, controllability and precision. It is an important driving force for scientific and technological innovation to change the mode of agricultural development, and an important way to realize the strategy of "four modernizations". In recent years, the agricultural Internet of things in China has been used in technology application and platform construction. The establishment of standards and business models have realized beneficial exploration, but compared with the developed countries, the agricultural Internet of things in our country is still in its infancy at present, which is facing the weak breakthrough of key technology and the limited application of commercial scale. Therefore, it is necessary to take reform and innovation as the motive force and accelerate the formation of institutional innovations such as land, finance, talent, projects, intellectual property protection and so on. An innovation-driven system based on policy innovation such as input, subsidies and industry, with technological innovation such as technology research and development and application as the core, injects a powerful thrust into the agricultural Internet of things, and continuously pragmatizes its development foundation. To promote the agricultural Internet of things industrial chain to the high end of the value chain jump.
