陕西省创新资源配置效率研究

【摘要】:进入后金融危机时代以来,随着国际经济形势的日益严峻、市场竞争水平的日益加剧,创新就成为了地域经济发展的最主要动力。党的十八大明确提出“科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。”强调要坚持走中国特色自主创新道路、实施创新驱动发展战略。创新资源作为“第一资源”,不断推动科技进步和社会发展,但是资源本身又是稀缺的,因此随着技术更新速度的加快,创新资源配置效率问题日益凸显其重要性。而陕西作为丝绸之路经济带上创新科技资源富集、产业功能完善的区域,在实施“一带一路”战略中具有重要的战略性地位。因此,本文以陕西省区域创新现状为背景,研究陕西省创新资源配置效率问题,有着重要的现实意义。本文通过运用三阶段DEA方法,以RD人员全时当量、RD内部支出经费为投入指标,以专利申请量、规模以上企业新产品销售额和技术市场成交额为产出指标,以RD投入强度、地区生产总值和研发机构数为环境因素指标,对陕西省创新资源配置的配置效率进行实证研究,分析陕西省创新资源配置效率及其存在问题,并为陕西省创新资源配置效率问题提出相应对策和建议。研究结果表明:从纯技术效率的角度,陕西省纯技术效率近年保持增长并趋向于有效,这表明陕西省创新资源投入不能够满足创新主体的承载能力;从规模效率的角度,陕西省创新资源规模效率无效,故而与发达地区相比,增加创新资源投入要素时,创新产出落后于发达地区,这表明陕西省科技成果转化能力相对于发达地区存在不足。此外陕西省还存在知识产权保护意识弱、创新主体不协同和创新中介机构没有发挥应有作用等问题。针对上述问题,本文从五个方面提出了政策建议:加强产业园区建设,提升科技队伍水平;完善融资体系,拓宽融资渠道;加强文化建设,树立知识产权保护意识;加强科技成果转化能力建设;加强产学研协同创新,强化中介机构作用。
[Abstract]:After entering the post-financial crisis era, with the increasingly severe international economic situation, the level of market competition is increasingly intensified. Innovation has become the most important driving force for regional economic development. The 18th National Congress of the Party clearly stated that "Scientific and technological innovation is a strategic support for improving social productivity and comprehensive national strength." It must be placed at the core of the overall situation of national development. "it is stressed that we should adhere to the road of independent innovation with Chinese characteristics and implement the strategy of innovation-driven development. As the" first resource, "innovative resources should continuously promote scientific and technological progress and social development. But the resources themselves are scarce, so with the speed of technological renewal, the efficiency of the allocation of innovative resources is becoming more and more important. Shaanxi, as a region with rich innovative scientific and technological resources and perfect industrial functions, is located in the economic belt of the Silk Road. It has an important strategic position in the implementation of "Belt and Road" strategy. Therefore, based on the present situation of regional innovation in Shaanxi Province, this paper studies the efficiency of the allocation of innovative resources in Shaanxi Province. It has important practical significance. By using three-stage DEA method, this paper takes R D staff full-time equivalent R D internal expenditure as input index, takes patent application amount, new product sales volume and technology market turnover as output index. Taking R D input intensity, regional GDP and the number of R & D institutions as environmental factors, this paper makes an empirical study on the allocation efficiency of Shaanxi Province's innovative resources, and analyzes the efficiency of Shaanxi Province's innovative resource allocation and its existing problems. The results show that, from the point of view of pure technical efficiency, Shaanxi Province's pure technical efficiency has been increasing in recent years and tends to be effective. This indicates that the innovation resource input in Shaanxi Province can not meet the carrying capacity of the innovation main body, and from the scale efficiency point of view, the scale efficiency of the innovation resources in Shaanxi Province is not effective, so compared with the developed regions, when increasing the input elements of innovation resources, The innovation output lags behind the developed regions, which indicates that Shaanxi Province has insufficient ability to transform scientific and technological achievements compared with the developed regions. In addition, Shaanxi Province also has a weak awareness of intellectual property protection. In view of the above problems, this paper puts forward some policy suggestions from five aspects: strengthening the construction of industrial park, improving the level of science and technology team, perfecting the financing system, and so on. Widen the financing channel, strengthen the cultural construction, set up the consciousness of intellectual property protection, strengthen the construction of the ability to transform the scientific and technological achievements, strengthen the cooperative innovation of the industry, university and research, and strengthen the role of the intermediary organization.
