基于孵化器的科技成果产业化政策研究

【摘要】：孵化器对中小企业科技成果产业化所发挥的重要作用在很大程度上取决于政府的各项科技政策。如何制定出有利于促进孵化器内企业科技成果产业化的相关政策,是我国政府和社会面临的一项重要工作。本文尝试通过分析我国孵化器在推动科技成果产业化过程中存在的问题和困难,从科技成果产业化政策的角度,探讨如何制定合理的政策以促进孵化器内企业科技成果产业化。本文首先阐述研究的背景、意义,以及思路、方法与研究结构框架,对国内外文献综述进行归纳和总结,然后对企业孵化器运作机制和状况做出了具体分析,对现有国家级别、地方级别和企业孵化器自身的政策与孵化器科技成果产业化相关性展开研究,并着重讨论了其成效和存在的不足,包括部分政策关注短期收益,忽视对孵化器本身能力的培养等,同时以浙江DSE孵化器为例作案例分析,对英国、韩国和我国台湾地区的孵化器政策进行了比较研究。最后,提出完善我国孵化器科技成果产业化政策的五项建议。包括完善人才政策,充分认识人才是衡量和体现孵化器内企业实力的基础,通过完善人才政策,吸引高素质的人才加入到孵化器中来；加强知识产权保护政策；不断优化投融资政策,比如吸引风险资本的进入,加强孵化器内企业的规范化运作,为孵化器及企业提升资金支持,并帮助其改进管理,提高科技成果产业化的成功率；以及土地政策和税收政策。
[Abstract]:The important role of incubator in the industrialization of scientific and technological achievements of small and medium-sized enterprises depends to a great extent on the various scientific and technological policies of the government. It is an important task for our government and society to make relevant policies to promote the industrialization of scientific and technological achievements of enterprises in incubators. This paper attempts to analyze the problems and difficulties existing in the process of promoting the industrialization of scientific and technological achievements in China's incubators, and from the perspective of the policy of industrialization of scientific and technological achievements, discusses how to formulate reasonable policies to promote the industrialization of scientific and technological achievements of enterprises in incubators. This paper first describes the background, significance, ideas, methods and research structure framework of the study, summarizes the literature review at home and abroad, then makes a specific analysis of the operation mechanism and status of business incubator, and makes a concrete analysis of the existing national level. The correlation between the policies of local level and business incubator itself and the industrialization of incubator's scientific and technological achievements is studied, and its effectiveness and shortcomings are discussed, including some policies focusing on short-term benefits. Taking Zhejiang DSE incubator as a case study, this paper makes a comparative study of the incubator policies in Britain, South Korea and Taiwan. Finally, five suggestions are put forward to perfect the industrialization policy of incubator science and technology achievements in our country. It includes perfecting talent policy, fully recognizing that talent is the basis of measuring and embodying the strength of enterprises in incubator, attracting high quality talents to the incubator through perfecting talent policy, strengthening intellectual property protection policy, and strengthening intellectual property protection policy. To optimize investment and financing policies, such as attracting venture capital, strengthening the standardized operation of enterprises in incubator, promoting financial support for incubators and enterprises, and helping them to improve management and increase the success rate of industrialization of scientific and technological achievements; And land policy and tax policy.
