导航卫星批生产能力提升策略研究

【摘要】:随着中国航天宇航事业的发展,卫星生产研制任务逐年增加,从“十五”到“十二五”期间发射卫星的数量是成倍数增长的,研制的卫星也从试验型向业务应用型转变,科研生产模式也逐渐从单星研制模式向小批量生产转变。在此期间,我国卫星研制企业的研制能力也在不断提升,为适应快速生产和高密度发射要求,宇航型号积极探索提升卫星研制生产能力研究,导航卫星开始推行批生产的理念,通过实施批生产,大大提高了导航卫星的生产效率,并有效降低了导航卫星的研制成本,提升了中国导航卫星产品的国际竞争力。当前,如何进一步提升导航卫星批生产能力以尽快实现导航卫星产品组网是导航卫星生产研制企业面临的重要课题。本文以北斗全球系统组网卫星的批生产能力为研究对象,在深入分析北斗全球组网卫星批生产现状的基础上,剖析北斗导航卫星批生产管理存在的问题,并对其进行深入分析,运用并行工程和流程优化等相关理论,借鉴国内外军工产品的批生产模式,结合导航卫星生产目标从流程优化、管控程序优化和信息化手段建设三方面路径对导航卫星批生产能力提升进行分析研究,以达到提高卫星批生产效率、满足全球卫星导航系统建设进度的目标。最后,对导航卫星实施批生产能力提升之后的效能评估进行讨论,并据此提出了进一步实施的保障措施。本文的研究一方面为导航卫星批生产能力提升提供有效支撑,极大地提升了导航卫星批生产的能力,同时也为其他型号卫星研制能力的提升提供了实践参考。
[Abstract]:With the development of China's aerospace industry, the task of satellite production and development has increased year by year. The number of satellites launched during the 10th Five-Year Plan to the Twelfth Five-Year Plan has increased exponentially, and the satellites developed have also changed from experimental to operational. The mode of scientific research and production has gradually changed from single-star development mode to small-batch production. During this period, the research capability of China's satellite research and development enterprises has also been continuously upgraded. In order to meet the requirements of rapid production and high-density launch, the aerospace model actively explored and promoted the research of satellite development production capacity, and the navigation satellite began to implement the concept of batch production. By implementing batch production, the production efficiency of navigation satellite is greatly improved, the development cost of navigation satellite is reduced effectively, and the international competitiveness of navigation satellite products of China is improved. At present, how to further enhance the production capacity of navigation satellite batches in order to realize the navigation satellite product network as soon as possible is an important task facing the navigation satellite production and development enterprises. This paper takes the batch production capacity of Beidou Global system Networked Satellite as the research object, on the basis of deeply analyzing the status quo of Beidou Global Networked Satellite batch production, analyzes the problems existing in Beidou GNSS batch production management, and makes an in-depth analysis on the production and management of Beidou Navigation Satellite batch. Based on the theories of concurrent engineering and process optimization, the batch production model of military products at home and abroad is used for reference, and the navigation satellite production target is used to optimize the process. In order to improve the efficiency of satellite batch production and to meet the goal of the construction progress of global satellite navigation system, the optimization of control program and the construction of information technology are analyzed and studied in order to improve the production capacity of navigation satellite batch. Finally, the effectiveness evaluation after the increase of GNSS production capacity is discussed, and the guarantee measures for further implementation are put forward. The research in this paper not only provides an effective support for improving the production capacity of navigation satellite batches, but also provides a practical reference for the development of other types of satellites.
