货币一体化与欧债危机

【摘要】：随着世界经济一体化程度的不断加深,货币一体化越来越受到重视,其浪潮一度席卷了全球。在欧洲这片大陆上,更是实现了其从理论到实践的过程。欧元的诞生给全世界带来了巨大的震撼,开创了国际货币体系的新局面。备受关注的欧元在最初的几年确实是一路走强,也极大的带动了欧洲经济。然而随后爆发的欧洲主权债务危机,却给货币一体化的进程重重一击,其持续时间之长、影响范围之广,使欧洲乃至全球经济蒙受了巨大的损失。欧盟和国际货币组织也对各危机国采取了相应的救助措施,力图遏制此次危机。随着最新的塞浦路斯危机的爆发,使本已稍显平静的欧洲大陆又一次进入全球的视野之中,人们对于欧债危机的恐慌再次被点燃。本文系统地介绍了货币一体化的发展进程,从最初的“共同货币”思想,到欧元区的建立,最后落脚于货币一体化在实践过程中所爆发的欧债危机的深入分析,重点从其内在的体制缺陷和外在的现实困境两个方面进行了分析。内在体制上,存在着财政政策和货币政策的非对称性,财政政策和货币政策难以协调搭配。通过博弈论的分析,指出欧元区各国在财政政策方面具有竞争性财政支出的关系,这样对整个欧元区联盟来说,内在的缺陷使货币区具有极大的外部不经济性。现实背景下,欧元区存在着种种现实因素导致了欧债危机的爆发。区内各国经济发展水平并不均衡,产业结构存在较大的差异,并不符合最优货币区的条件,并且政治因素也成为了货币一体化进程中不可忽略的一点。这其中既包括欧洲各国问政治上的博弈,也涵盖了欧美间的竞争对立关系。因此对于欧债危机的爆发和蔓延,存在着其一定的必然性,从中我们要吸取经验教训,总结对我国自身的启示,从而避免我国经济出现主权债务问题,警惕亚洲重蹈欧洲大陆的覆辙。
[Abstract]:With the deepening of the world economic integration, monetary integration has attracted more and more attention, the tide is sweeping across the world. In Europe, the continent, is realizes the process from theory to practice. The birth of the euro has brought great shock to the whole world, creating a new situation in the international monetary system. Pay attention to the euro in the first few years is indeed a way, also greatly boosted the economy in Europe. However, following the outbreak of the sovereign debt crisis in Europe, but to the monetary integration process of a heavy blow, it lasted a long time, affecting a wide range of the European and global economy has suffered huge losses from the EU. And the International Monetary Fund has also taken corresponding relief measures on the crisis in the country, trying to curb the crisis. With the new Cyprus crisis, making it slightly calm again in Europe In the global perspective, the panic of the European debt crisis has been re ignited.
This paper systematically introduces the development process of monetary integration, from the initial "common currency" thought, to the establishment of the euro area, and finally settled on the in-depth analysis of the monetary integration in practice in the process of the outbreak of the debt crisis in Europe, the focus is on the analysis from two aspects of the reality of the plight of the defects of the system of internal and external. Within the system, there are asymmetric fiscal policy and monetary policy, fiscal policy and monetary policy is difficult to coordinate collocation. Through the analysis of game theory, points out the relationship between the euro area countries competitive fiscal expenditure in fiscal policy, so that the entire Euro Union, the inherent defects of currency area has great external diseconomy. Background, the euro zone has many practical factors led to the outbreak of the debt crisis. The region's economic development level of all countries is not balanced, the presence of the industrial structure Big difference, does not meet the conditions of optimum currency areas, and political factors have become the monetary integration process can not be ignored. It includes not only a European game ask politics, but also covers the competition relationship between Europe and the United States. So for the outbreak and spread of the debt crisis in Europe, there are the certainly, we should draw lessons from, summing up of our own enlightenment, so as to avoid sovereign debt problems of China's economy, the Asian continent wary of repeat mistakes.
