外资撤离≠外资非正常撤离

【摘要】："外资撤离"是投资促进工作高度关注的问题之一。在我国引进外资实践中,不能将"外资撤离"等同于"外资非正常撤离",与其相对应的概念应是"外资保持"。导致"外资撤离"的主要原因之一是投资服务尤其后期服务滞后。必须在完善政策、法律环境的基础上,进一步强化投资服务,建立立体式投资服务模式,重点构建投资后期服务评价机制。
[Abstract]:"withdrawal of foreign capital" is one of the most important issues in investment promotion. In the practice of introducing foreign capital into China, "Foreign capital withdrawal" cannot be equated with "foreign capital abnormal withdrawal", and the corresponding concept should be "foreign capital keeping". One of the main reasons for "foreign capital withdrawal" is that the investment service, especially the late service, is lagging behind. On the basis of the legal environment, we should further strengthen investment services, establish a three-dimensional investment service model, and focus on the construction of a post-investment service evaluation mechanism.
