【摘要】：银行危机的频发给世界各国带来了系统性的银行业安全问题。纵观银行业危机发生的特征,其固然与宏观经济形势相关,但不可否认的是银行体系本身的脆弱性无疑至关重要。随着后危机时代的到来,全球投资、贸易格局以及经济增长方式等都将发生重大变化,中国银行业在新的机遇面前必将迎来更多的挑战,维系安全成为我国银行业的一项长期使命。然而,现有的关于中国银行业整体产业安全性研究的文献相对不够丰富,大多将从外资进入的角度研究其对中国银行业安全相关的某一方面特征或要素的影响,而缺少系统地研究银行业安全影响因素、评价体系与产业预警体系建设的研究成果。一方面,银行业安全研究的理论视角有待进一步丰富。产业安全理论经历了几十年的研究,其发展日趋成熟,进一步丰富了产业经济学的理论框架,对实践也起着越来越重要的指导作用。另一方面,产业安全是一门理论与实践结合较为紧密的学科,具有较强的操作性,这就决定了对产业安全相关问题的研究不能仅仅停留在理论分析层面,更应深入到实践中捕捉相关的问题。在此背景形势下,本文以产业安全相关理论为支撑,试图深入分析中国银行产业安全现状及面临的主要问题,并寻求解决之道。为达到该研究目标,本文沿着以下思路进行了分析：首先,对现有的关于产业安全、银行业安全的相关文献进行仔细的阅读与整理,找出本文研究的切入点。在对中国银行业运行及安全现状分析的基础上,结合相关理论基础系统地分析中国银行业安全的影响因素及作用机理。其次,本文通过构建银行业安全综合评价指标体系,进一步对2001-2012年中国银行业产业安全度进行了实证分析,提出了银行业安全预警体系及量化风险评估标准。最后,结合理论分析和实证分析的结果,本文提出了提升我国银行业安全度的政策建议。从研究内容及科技查新的结果看,本文首次应用产业安全理论对我国银行业的产业安全问题进行了系统性研究,其创新点表现在以下方面：第一,本文在梳理国内外研究成果的基础上,创新性的界定了银行业安全的内涵,并选取中国银行业安全问题进行系统研究。银行业安全具体包含三层含义,即：安全的主体是我国的银行业；银行业安全包括生存安全和发展安全两个方面；产业安全度应通过综合评价指标体系进行度量。与以往的研究成果多局限于研究影响银行业安全的局部因素及应对问题相比,本文研究视野更为开阔和系统化。第二,本文在导入产业安全理论、金融中介理论的基础上,系统地阐述了影响中国银行产业安全的主要影响因素及其传导机制。同时,本文构建了一套银行产业安全评价体系并进行实证分析,弥补国内在此方面研究的不足。第三,针对后危机时代银行业安全监管的挑战,本文在国内外对比及趋势分析的基础上,建立银行产业安全预警模型,并在实证研究的基础上,构建了银行业安全风险评估量表,从而进一步完善了银行业风险的监控机制,并提出了切合我国实际的银行产业安全的维护策略。
[Abstract]:The frequent bank crisis has brought the banking security system for all countries in the world. The characteristics of the banking crisis, the macroeconomic situation and is relevant, but it is undeniable that the fragility of the banking system itself is undoubtedly essential. With the post crisis era, the global investment, trade structure and economic growth so there will be a great change in Chinese bank industry has more challenges in the face of the new opportunities will become a long-term, to maintain the safety of the mission of China's banking industry.
However, the existing research on the safety of the whole industry Chinese banking literature relatively rich enough, most of the influence from foreign capital in studying the correlation of China banking security one aspect or element, and the lack of systematic study of banking safety factors, research evaluation system and early warning system of construction industry. On the one hand, from the perspective of research on safety of banking industry need to be further enriched. Industrial security theory has experienced several decades of research, the development of increasingly mature, and further enrich the theory of industrial economics, the practice also plays a guiding role more and more important. On the other hand, industrial safety is a theory and practice closely linked with discipline, has strong operation, the study of issues related to the safety of the industry can not only stay in the theoretical level, should be more deep To capture relevant problems in practice. In this context, this paper takes the industrial safety theory as the foundation, to in-depth analysis of the status quo China bank industry security and the main problems, and seek solutions. To achieve the goal, this paper analyzed along the following lines:
Firstly, the existing literature on industrial safety, safety of banking industry are carefully read and organize, find the entry point of this paper. Based on the status of China banking operation and safety analysis on the effect of combining related theory basis of systematic analysis of China banking security factors and mechanism. Secondly, this paper by building a comprehensive evaluation index system of banking industry, further to 2001-2012 years Chinese banking industry safety by empirical analysis, put forward the criteria for the evaluation of the safety warning system and quantify the banking risk. Finally, combined with the results of theoretical and empirical analysis, the article put forward to promote China's banking security policy recommendations.
From the research contents and the results of sci-tech novelty search, this paper first applies the theory of industrial safety to systematically study the industrial security problems of China's banking industry, and its innovation is manifested in the following aspects.
First, based on the analysis of the domestic and foreign research results, innovation of the definition of the safety of banking industry, and select the Chinese banking security system research. The safety of banking industry includes three meanings, namely: security is the main body of China's banking industry; silver industry safety including safety and security of life the development of the two aspects of the industry; the degree of safety should be measured by the comprehensive evaluation index system. Compared with the local factors and previous research results are limited to research on the influence of banking security and deal with the problem, this paper studies more open vision and system.
Second, based on the introduction of industrial safety theory, based on the theory of financial intermediation system, expounds the main factors affecting the Chinese bank industry security and its transmission mechanism. At the same time, this paper constructs a set of banking industry safety evaluation system and empirical analysis, lack of research in the domestic Mi supplement.
Third, the banking crisis challenges for safety supervision, this paper compared and trends at home and abroad on the analysis of the establishment of bank industry security early warning model, and on the basis of empirical research, the construction of the safety risk assessment of banking industry, and further improving the monitoring mechanism of banking risks, and put forward in accordance with China's actual banking industry security maintenance strategy.
