【摘要】: 在当今世界,军事领域的竞争异常激烈,各国军队的竞争就是人才的竞争,也是军事人力资源管理的竞争。由于军队人才的吸引和保留任务十分艰巨,新军事变革不仅是军事技术和军队组织体制的变革,也是一场军事人力资源管理的变革。随着理论和实践研究的发展,绩效管理在军队人力资源管理中逐渐获得了应用。由于起步较晚,我国绩效管理研究的理论和实践尚不成熟,还存在很多问题。本文研究分析了军队绩效管理的现状及特点,针对军队现行绩效管理的各个环节中存在的问题,提出了系统的解决方法,并结合具体单位进行了案例分析。 本文主要有以下创新点: 第一,用SWOT理论全面分析军队绩效管理现状,研究军队在实施绩效管理过程中具有的优劣势,解析军队绩效管理工作身处的环境与面临的挑战机遇,用比较客观与准确的方法判断军队绩效管理工作过程中存在的不足与问题。较一般性的军队绩效管理研究工作更有针对性的指导意义。 第二,用系统论的方法将军队绩效管理体系看作一个大系统,注重整体协调一致的同时也对绩效计划、绩效评估等分系统进行了研究,并在此基础上提出建立军队绩效管理应遵循的原则,对如何制定有效的绩效计划和开展绩效沟通等绩效管理的各个方面进行了深入的研究,对绩效管理体系的改进提出了较为完整的参考意见。
[Abstract]:In today's world, the competition in the military field is extremely fierce, the competition of military forces is the competition of talents, but also the competition of the management of military human resources, because the task of attracting and retaining military talents is very arduous. The new military reform is not only a change of military technology and military organization system, but also a change of military human resource management. With the development of theory and practice research. Performance management has been gradually applied in the military human resources management. Due to the late start, the theory and practice of performance management research in China is not yet mature. There are still many problems. This paper studies and analyzes the current situation and characteristics of military performance management, aiming at the existing problems in the current military performance management, put forward a systematic solution. And combined with specific units to carry out a case study. This paper has the following innovations: First, using SWOT theory to analyze the current situation of military performance management, to study the advantages and disadvantages of the military performance management process, to analyze the military performance management work in the environment and challenges. Using more objective and accurate methods to judge the shortcomings and problems in the process of military performance management is more pertinent and instructive than the general research work of military performance management. Second, the military performance management system is regarded as a large system with the method of system theory. While paying attention to the overall coordination and consistency, it also studies the performance planning, performance evaluation and other sub-systems. On this basis, the establishment of military performance management should follow the principles, how to formulate effective performance plans and performance communication and other aspects of performance management has been deeply studied. The improvement of the performance management system is put forward a more complete reference.
